Empire of Scotland
King Kenneth Dalraida met with his loyal advisers to discuss the progress of Scot expansion.
The King had now combined the Crowns of Scotland, Pictland, Grampian, Northumberland, York, Wessex, Angleland, and was in the process of absorbing the Welsh.
He had now set his sights upon conquering what remained of Wales, and the Irish Tribal Kingdoms of Dublin, Ulster and Cork, and finally and most seriously, the lands which the Kuyper Confederation had dared to seize upon Brittannia.
In recent years Scot warriors, and Pictish hunters were using their primative weapons and armour against the Tribal Nations of Brittannia. A recent breakthrough meant that Pictish Hunters, were upgraded and retrained to Scot Archers, and the Warriors had been upgraded and retrained into Scot Troopers.
And on the waves, the old Canoes had been replaced by the Trireme, and the Scot specialty, the War Trireme.
During the wars Scotland had mostly used skirmish tactics against the larger cities of the tribals, as there was no other need for a more advanced strategy.
However against the Kuyper Confederation, an organised and deadly foe, Skirmish tactics would not work, and perhaps Scot naval superiority will prove to be the deciding force in the coming war with them.
Kenneth Dalraida set his generals to the use of better more organised tactics of warfare, ones that would work against the organised armed forces of the Confederation.

The Unified Empire of Scotland hereby declares war upon the Kuyper Confederation on the grounds that you have settled lands rightfully belonging to the Empire.
As such we make war upon you.
To: Welsh Tribals

Your lands are ours, surrender now and you will not be destroyed. We will give the Welsh the same rights as Pictland, Grampian, York, and Northumberland. And we will allow your armed forces to join with ours.
This is the only time we make this generous offer. This is your last hope, you saw what we did to the Angles and the Wessians when they refused our offers of peace and membership. They now service the Empire as slaves, those that survived that is.

We now rule Brittannia. The Northumbrians, Grampians, Picts, and Yorkians all have the same rights as the Sovereign Scots. The Angles and Wessians are slaves. The Welsh being subjugated and absorbed.
Soon we shall begin our invasion of Ireland. The only way to avert the impending doom you face is to surrender now.
If you surrender you will recieve full and equal rights as the homeland Scots, and the other member races.
If you refuse you will suffer the fate of the Angles and Wessians.
This is our last offer. No further shall one be made. Either way, Ireland will be ruled by the King of Scotland.

-Upgrade Economy
--If Welsh enter the Empire peacefully, send entire army against Kuyper positions in the South.
--If Welsh refuse, send one third of the army to complete the conquest and send what remains to Kuyper positions.
--Split navy into two. One part go to the Brittannia Channel, and block the Kuyper navies from landing troops. One to wipe out Irish naval capability in the Irish Sea.
