The Rule Of Emperor Caprivi
Caprivi is seen by many Austrian historians as the key figure in the development of Iron Age Austria into the key power in the region. His ability to unite the often divided nobles of Austria was a key factor in his success. Always the statesman, he was able to convince the Austrian nobles of the gains which could be through co-operation with each other. Caprivi was determined to cement Austria's position as a key power in the region and to do so he had to flex Austria's muscle and show that her army was not just used for domestic squabbles.
Austria was surrounded by many powerful nations; to the south, Bulgar, to the east, Kiev and to the west her sole ally, Takir. Caprivi knew now was the time to send the warning out to possible invaders about Austria's strength. Inviting his best General's to Vienna he began to construct a plan. Within two months after the meeting an army had been mobilised and was marching north, their target; Hansea.
The southern states of Hansea had long been making noises about Hansea's lack of any military power or strength and on many occasions nobles from these states had looked to Austria for help. Now Caprivi had decided that these states would be absorbed into Austria and given her protection.
Caprivi sent his trusted right-hand man and top general, Count Arthesis of Bavaria to lead the army. Caprivi banked on the fact that Arthesis had many family ties with the southern Hanseatic nobles and that this may force them to consider joining Austria peacefully. He knew that this move was a risk, but one he felt certain was worth taking and would in the long run benefit Austria...

We wish to extend a hand of friendship towards the Kievan Government. I hope that we may enjoy a peaceful relationship. On such a note I feel that I must make you aware that a Slavic Alliance would be seen as a threat towards Austria, while we understand your needs for security such an alliance would be viewed upon as a direct threat towards our security. I know it is not my part to dictate your foreign policy but I hope that you will recognise that both our nations need not to war at all and such an alliance I fear may cause one.
