-why does Nation B go to 2/4 and A stays at 2/4?

Because when a country imposes tariffs, the country who it's imposing them on's trade route doesn't advance that turn (representing the initial economic hit).

-what do you mean "trade routes both stay at 2/3" but then suddenly would gain an economy point and have 1/3?

In this scenario, with the tariffs, the countries have their trade route at 2/3 after imposing and removing them. By contrast, if no tariffs had ever been imposed, the trade routes would have gained an economy point and advanced to 1/3 again. This shows that imposing, then immediately removing tarriffs, is a bad idea.

you can only increase economy by 1 point per turn. You can't increase by like 3 in one turn and go up to the next level like that.
