Actually, we all have normal economies, meaning we have 3 spending points. So you can increase economy and then spend 2 points on army/navy.

-Poor <--2 spending points; 3 turns needed to go up
-Normal <--3 spending points; 2 turns needed to go up
-Stable <--4 spending points; 3 turns needed to go up
-Growing <--4 spending points; 4 turns needed to go up
-Rich <--5 spending points; 5 turns needed to go up
-Very Rich <--6 spending points; 8 turns needed to go up
-Extremely Rich <--7 spending points; 10 turns needed to go up
-Monopoly <--9 spending points; top level

All the things are pretty much listed up there - how much you can spend and how many turns you need to spend to go up a level.
As always, when you Increase Economy, that's the only stat you can increase that turn, and it will only bring you one turn closer to increase; you can't Rush Economy Increases.

Keep in mind that your economy can go down or up as a result of some random events, as well as of time. Furthermore, military expenditures, discontent/revolt, or wars will be taxing on the economy as well

I'm fairly sure we have to spend all our economy on economy when increasing economy... ;)
 
Yes the major is correct you can do a couple of things this turn.

Spend Everything in Economy
or
Spend the 3 points you have on a mix of Army Navy Education, projects ecetera ecetera
 
so to increase my economy i cant do anything else (other than flavorful stuff) for two turns?

where does infrastructure come into play as far as costing?

Chapter One​
High up in the Andean mountains, a gathering was starting to take place. Patan, an elder man with receding gray hair, sat alone in the chilly winds, awaiting the others. He sat on a small patch of ground, sitting with his legs crossed under him. His eyes were closed as he waded through a pool of deep thoughts. A sprawling tree rested above him, branches extending across the beaten path.

A couple minutes later a man came running up the path, huffing and puffing for breath. He wore the respected headdress of the runner rank, a government program where men were employed to run messages through the state to bolster relations among the various cities. He carried a small bag attached to his hip. The man stopped in front of the elder and spoke: &#8220;Are you Patan?&#8221;

&#8220;I am such.&#8221; Patan spoke, finally getting up from the ground. The man nodded and pulled a piece of parchment from his bag and handed it over. Patan read the message quickly and gazed back at the man. &#8220;Where are they?&#8221;

&#8220;They&#8217;re not as fast. They&#8217;re down the hill.&#8221; The man spoke, slumping down to the ground. Patan moved over to where the path dived down on a hill and gazed down. Six men were making their way up the hill to the top. One man was walking in front of the group, a frown on his face as he climbed the steep incline.

Four men followed along after him, two large posts resting upon their shoulders. On the poles rested a large box carved out of deep rosewood. The box was attached securely to the poles with thick strips of animal tendons tied to the poles. The box was hollowed out, and a small door was carved into the side. Red cloth was hung in front of the door. A single man followed behind the group, carrying a small flag.

&#8220;Almost there!&#8221; The lead man called out to his followers. He looked up again and spotted Patan standing at the top. &#8220;How much longer?&#8221;

&#8220;Three m&#225;tchas*.&#8221; He called down. The lead man groaned and continued to hike up the hill.

&#8220;My lord, we can proceed with the ceremony now.&#8221; The high priest Tatyiuol nodded from the corner. The old man stood across from the Emperor, hidden behind a wooden screen, preparing supplies for the upcoming ritual. His hair had fallen out long ago, and only a few wispy strands remained. He skin was a dark brown, tough as leather and resembling it. His jaw was set in position, firm and refusing to budge. The high priest was also garbed in priestly robes, long ornate clothes of fantastic clothes.

&#8220;Are you sure about this, Tatyiuol?&#8221; A young voice called out, easy from behind the screen.

The old man sighed, rubbing his brow from annoyance. &#8220;Trust me Hapulea; my answer still has not changed from the other two hundred that I have given.&#8221;

&#8220;&#8230;&#8230;Alright&#8230;&#8221; The voice spoke again and stepped out from behind the wooden curtain. A young boy stepped out from behind the curtain, dressed in ceremonial garb. He wore a small crown made of rubies over his head, with a single diamond lying in the middle. He was shirtless, with a red dye spread out across his chest in symbolic patterns. He wore white wool robes over his lower body, and his feet were bare.

The high priests smiled for a second before continuing. &#8220;Come, young prince. Lanzon** is waiting.&#8221; The high priest commanded, taking the boy&#8217;s hand and leading him out of the room. Servants gathered up the supplies and filed out behind the two.

The line filed out of the small stone building and out into the palace courtyard of Chan Chan. Set against the majestic mountains of the Andes, the palace was a sight unto itself. The mind-blowing complex sat on top of the mountain, and was built by the boy&#8217;s father, Xchuto, with the labor of countless slaves and servants. Three stone walls surrounded each other, with opposite sides running parallel. Small gates were built into the north side, with each consecutive gate directly behind the previous.

The troop filled out of the triple gates under the guidance of the remaining few guards, their eyes locked upon the young monarch and his followers. They emerged onto a narrow path that led down into the main section of the city. They moved silently, with Tatyiuol leading Hapulea down the path with a strong hand and the rest of the servants filling after.

After some ten minutes the group reached the base of the trail. The city of Chan Chan unfolded in front of them, the largest city on the continent. Some twenty miles wide and another twenty miles long; and the capital and chief city of the Chavin empire. Some rumored the city had existed from primordial times, being the chief residence of the gods. Others said the city was the result of men, seeking to glorify their own lines. And yet others speculated that the city was older than the gods themselves. But no matter what a person would believe; the city was a breath taker from the first glance. It was based in the Cha&#250;n valley, with the nobility carving their homes out of the mountain. It was a sign of status, living on the mountain. Usually the city would be bustling, trade pouring from the coast or from other cities lying in the mountains. But now, with the ceremony beginning, the entire populace was like a ghost: vanishing at the first sight of life.

The group moved silently through the deserted city, headed towards the middle. Hapulea could already see his fate awaiting him in the middle of the city: the Xtunk&#225;, the pyramid where the priests would perform all their ceremonies. The pyramid was one of the oldest, and largest, buildings in the city. It rose up out of the middle of the city and rose towards the heavens, with a large platform resting on the top. Four sets of steps rise up along the sides and lead to the top.

Along with the rest of the group, Hapulea reached the pyramid and started to climb the many steps. And for the first time that day, people were finally present. People lined both sides of the steps. They clapped as the boy made his way up the mountain of steps and climbed to the top. The steps were crowded with people, all craning their necks in an attempt to catch a view of the new monarch.

After a while they finally made their way to the platform on top. No one but the priests and the monarch was allowed on the platform and as such people only stood on the top step. Tatyiuol walked broadly across the platform to an altar that stood in the middle of the platform.

&#8220;Come young prince.&#8221; Tatyiuol motioned with a hand. The future sovereign walked timidly to the middle where the shaman stood on the platform. Four other priests stood behind the altar and Tatyiuol. &#8220;Lanzon smiles down upon our people today for we finally shall have a new king!&#8221; he called out, voice booming. The crowd roared in response. He turned to Hapulea and smiled again. &#8220;Future king you know the responsibilities set upon you for receiving the throne?&#8221;

&#8220;Yes.&#8221; Hapulea said, eyes focused straight ahead.

Tatyiuol took a box of the altar and revealed a crown sitting underneath it. He picked the jeweled band off the altar and moved over to Hapulea. With one fluid he firmly pressed the band onto the boy&#8217;s head and secured it with the crowd breaking out in applause. The high priests prepared to speak again. &#8220;The crown is, as rightfully owed, yours. Yet, in order for you to truly be emperor, there remains one thing that you must do.&#8221; He broke off for dramatic flair.

&#8220;There are only three rules limiting the ascension of a new king. One is that he must be an appointed heir.&#8221; He broke off and held one finger up. &#8220;Second he must be anointed by the high priest after good omens from Lanzon.&#8221; He held a second finger up. &#8220;The third, and final, rule states that any king must have a wife.&#8221;

&#8220;&#8230;&#8230;&#8230;But I have none&#8230;&#8221; Hapulea spoke quietly.

&#8220;How long have I looked after you, young prince?&#8221; Tatyiuol said with a laugh. &#8220;Surely you know that I am aware of that?&#8221;

&#8220;Yes Tatyiuol.&#8221; The prince spoke.

&#8220;For the last four years I have searched the entire country for a suitable wife for our young monarch. In the valleys, along the coast, on the highest mountain I have searched until I found the perfect woman for our prince. And I have found her!&#8221; Tatyiuol spoke to the crowd. He motioned at the group of men at the bottom. &#8220;Please bring her up.&#8221;

The four men grabbed a hold of the poles again and through some difficult navigation managed to bring the rosewood box to the platform.

&#8220;Now, if you don&#8217;t mind you princess, step out.&#8221; Tatyiuol spoke. The red curtains were drew to the side and a figure stepped out.

&#8220;Damn, yes im sure..i am already packed. I am taking a small amount of Ivory Scrimshaw which I hope will buy me some council with Iorek Byrnison."

The two young men sat in silence, the embers of the fire glowing bright. Not much more was said. They knew this would not be the last time.
 
Ilokano Pre-History

The history of the modern Ilokano people began about 4500 BC, with the settling of northern Luzon. This period of settlement is generally termed as the Ayusan period, so named for the distinct earthenware pottery and statues found in the vicinity of Ayusan settlement. The Ayusan period is further divided into three component periods.

Starting around 4500 BC, successive waves of Austronesian-speaking peoples began to immigrate from the Asian mainland, facilitated with the use of virays, or boats. The gradual settlement of these peoples marks the beginning of the Early Ayusan period. Alongside this immigration came the development of a sedentary culture, marked by the early pottery and the beginnings of small-scale agriculture. This period is also characterized by the formation of what could arguably be called an Ilokano culture, based around the nascent Tuhan mythology and pantheon. Early Ayusan culture would flourish, thanks largely in part to a population expansion of the early Ilokano people, a result of prevailing sedentary attitudes and agriculture.

The arrival of dry-land rice farming around 3500 BC marks the end of the Early Ayusan period and the start of the Middle Ayusan period. The introduction of metallurgy and the occurrence of significant settlements are seen as the defining characteristics of this period, along with the beginnings of government control and the storage and redistribution of crops, namely rice.

Finally, the Late Ayusan period began about 3000 BC, distinguished by the emergence of a distinct regional architectural style and the formation of the early Baybayin script. There also emerged a new cohesiveness and sense of community within the Ilokano people. This would manifest itself in the marriage customs and religious festivals of the period. Here at this time, a distinctive Ilokano polity was formed.

With the advent of wet-rice cultivation, the Ayusan period came to a close around 2500 BC. With this new method of growing rice, the Ilokano population saw a boost in population, as well as the rise of city-states. One such city, Nagsangalan, [1] saw the ascendance of Datu Madayag, [2] a powerful and popular leader, who would eventually venture out of Nagsangalan to convince surrounding areas to follow under his rule. This would signify the rise of the Kingdom of Kailokuan. [3]
