If he hasn't been on the forums lately I doubt a PM will help. But seriously, do PM him. I did that when I didn't get my orders and it worked like a charm. Just say that its urgent and put a line of exclamation points at the end. If he just forgot about this NES or wants to drop out, that is the best way to do it.

I know him in real life. I am pretty sure he is quiting. I reminded him of the update a few times and he said he was going to quit. He can always come back and get his country back if he has too. Unless someone snags it.

Then kill it, make it twitch in desparity. He should come back to find that the country he left without telling anyone that he was leaving has fallen to barbarity and canibalism. Seriously, I don't really care if people quit, but to not be decent enough to anounce that you're quitting is, to me, very rude.
