Ambiorix of the Eburones may not be particularly relevant to modern Belgium, but he is a popular figure there also, considered a national hero.
I'd also suggest Pygmalion of Tyre as leader for Phoenecia:
This would fit in well with Phoenicia being a Civ with a focus on sea trade.
