While you can already do this through the World Builder already solves this so it might not be worth the effort to implement, but should you be able to remove certain buildings when gifting / liberating a city (i.e. the Soviets after WW2, though they more moved infrasturture)? This could be used to remove cultural buildings that might interfere with your own cities / cities that you keep after a war.
Two suggestions:
1. Airports should be built by Settlers starting the Digital Era. No major city or metropolitan area lacks an airport today.
2. Espionage should be buildable. We already have Culture, Research and Wealth, so why no Espionage, especially with the improvements it has been given in this mod? Also, I know it's most likely not possible but I wish there was a "Focus on Espionage" button in the city menu.
600AD China start still requires you to experience four golden ages for the third UHV goal. I think it would be fair to have it begin at 1/4, with of course respective changes to GP birth thresholds and golden age requirements (three GP from the get-go).
I would love if the end date can be longer for those that love the modern/digital era, or maybe have two options 1 where the end date is 2020/2021 and the other till 2050-2100. Maybe even include more Digital era techs/units/wonders etc? If they exist of course.

I don't follow? The new content for the late game was added to give you something to do until the current end date. Why extend the end date again to recreate the old problem?
I'm definitely not going to include scifi stuff like super death robots or whatever the dumb meme is.

I've enjoyed playing through the "Next War" mod for BtS several times, and have also thought about how cool it would be to see those things in the context of DoC. It does sound like the perfect opportunity for a modmod though!
The current Distillery is underwhelming; libraries, for example, can be expected to add about 6 to 10 commerce in a decent city through their multiplier, while Distilleries only add 6 in the very best situations, while coming at double the cost. Therefore, I propose a reworked version:
Distillery ( 3 granaries)
+1
+2 on Rice, Wheat
+3 on Sugar, Wine
Provides 1 Alcohol ( + 1 , supplies two cities)
Allows 1 Merchant slot
Requires Chemistry Requires either Rice, Wheat, Sugar or Wine in city radius
If you like this idea, Leoreth, I can come up with some more 'industrial buildings' providing resources which can provide either or in order to mitigate the current unhappiness and especially unhealtiness excess in the late game caused by corporations.
I've tried going for Argentina's UHV several times, and I have to stick to the 1700 AD save since Spain almost always settles Buenos Aires in the wrong spot in when starting in earlier scenarios. I'm also a bit annoyed by the Dutch colony at Tierra del Fuego that's present in most cases (guaranteed in slower starts from the 1700 AD saves, rarer in others).
Meanwhile, the golden ages condition seems to be practically impossible, with nearly everyone else ahead and the Eiffel Tower (which limits the needed types of great people for golden ages to 3) out of reach most of the time. The last time someone completed it, the Olympic Park (a national wonder that starts a golden age) was still available, reducing the number of golden ages (and great people) needed. Maybe we have to reduce the number of golden ages needed. I noticed that Lunar Landing and Interstellar Probe also give a golden age, but the viability of this route for the UHV is yet to be seen.

That is the most useless civic I have seen in my entire life, worse than Vanilla Serfdom even. By the time it might start outperforming Civil Law it gets utterly smashed by Liberalism.
Also, please get your terms straight, tiles and trade routes don't yield gold, they yield commerce, which can be turned into gold among other things.
Furthermore I don't find the pdf easy to navigate for effects without losing track of the big picture. Maybe a spreadsheet in Excel or something would grant a better overview?
