i would like to request the citizen-group proposal of the rpg-thread...
to recap roughly:

a citizen group can only get citizens in provinces where they have offices. a office can only be founded in a province when a citizen lives there. the office is founded in the city the citizen lives.
mayors and governors can charge the group money for the office on a gpt base, which goes to the city/province account in the bank.
example:
say the group-A has a office in province-1.
now a citizen of province-2 wants to join. he can only join if the group agrees to found an office in his homecity. the mayor of the city and the governor of province-2 will then decide what to charge the group for the office.
if the group declines to found an office, the citizen can moove to province-1 to join or can not join the group.

the group headquarter is allways free of charge.

also, citizen groups could charge their members fees on gpt base.
they could then pay lobbyists or charges for offices.

Right now we're living in huts, though I have a radical proposal that we gather all our huts into one location, to form a cluster of huts. Some people have proposed names for this like 'town' and 'city', but I think 'clusterhuts' is much clearer
