They bought the ex-Varyag from Russia and have turned it into what seems to be a carrier research ship, it's been out to sea a few times I believe. They seem to be building up skills before they construct their own class of carriers.

Why is "the US was not a member" always the excuse for the failure of the League of Nations? The US was for the most part isolationist during the period, and nothing in its actions caused the LoN to fail. It failed because of the differences among its other members.

To finally answer the actually question of this thread, instead of attacking others posting in it, I'd say it doesn't matter how you reference "superpower." It is meaningless.

We all know which countries can project their power globally and which can't. We also know which country spends more on defense than anyone else, by far and has the most influential culture and politics, etc.

I would think that if you felt the need to classify nations in this way, the USA should be in the top tier, other global powers in the next tier, and then regional powers and then the rest.
