The qur'an has verses on the conduct of non-christians within Islamic lands. None of these verses has to do with the mistreating of civilians, or the desecration of their holy places. The Coalition of Islamic States must retract our invitation to Turkey, and DEMANDS that you relinquish your control over Armenia to the UIS, who will deal with them in a JUST manner. Failure to oblige will escalate the situation will result in violence.

We are not about to allow a so-called Islamic country give the whole of Islam a bad name by butchering the common people of the book, as they expand their borders. As I have told the president of Turkey, the Qur'an has rules set for these occasions. They are completely misrepresenting our faith, and should be dealt with in a manner that recognises this. Should they not relinquish Armenia into our care so that we can deal with the issue in a just manner, we will take action to dislodge the unjust government of Turkey, and bring true islamic law to the people of Turkey, at the same time we're bringing just rule to the people of Armenia.

First, we do not rule according to the Qur'an, we are a secular republic that governs by the rule of law, not the rule of Islam. Second, "people of the book" are not to be treated the same as Muslims. If we were to rule according to the Qu'ran, the Armenians would become second class citizens.

In any case, Armenia should be stabilized by the end of the month, at which time we will withdraw the majority of our troops. We were hoping our troops would be replaced by neutral Russian peace keepers.

Obviously you have not thought through your statement before you have said it. The Qu'ran does allow for Armenians to be treated as second class citizens. But citizens no less. Further, your plea for Russian peacekeepers is obviously a blatant slap in the face. I do wish you had given a better answer that this. We did not want war, but you have brought it upon yourself.

UIS declares war on Turkey. Any international intervention on behalf of turkey will be treated as an act of war against the UIS.

We urge you to withdraw from Armenia and turn over your policing duties there to the Russian Army, so as to keep the conflict with the UIS, if it is inevitable, from spilling over into the already troubled region of Caucasus.

We urge you to reconsider this before it is too late. The separate reports of atrocities on behalf of the Turkish military in Armenia are alarming, but they are just that - reports. We suggest that you withdraw the hasty declaration of war and participate in a joint, thorough investigation of the reported atrocities, with the participation of Russia and the NGOs that brought this matter to light in the first place; if any of those reports turn out to be true, then all those responsible for it will be put before a war crimes tribunal. If peace and justice are indeed your concerns in this matter, then surely it would be better to solve things without expanding the warfare, especially in a way that would undermine Asia and indisputably benefit certain parties hostile to Pax Asiana.

We suggest that China is temporarily divided into occupation zones along the suggested lines, for the purposes of pacification, stabilisation and relief. In the meantime, we can arrange a proper Pan-Asian congress and reach a definite agreement on this and other issues.

On an additional note: we must seek the long-term benefit of Asia, and must therefore strive not to undermine the international law, since it benefits us as long as we are not foolish. The immediate benefit of simply annexing China now can be overridden by the long-term consequences of such a rash decision, both in China and in the greater world.

That said, certain reparations must necessarily be extracted and measures must be taken to ensure that our victory is not as superfluous as that of the Entente in World War One.

Should some foreign nation disrespect Russia as Turkey has us, I would not be questioning a declaration of war by the Russian government against said country. I do not believe that my declaration of war was hasty. I further would like for Russia to look into the previous diplomatic telegraph from Turkey, where they defended their rape of Armenia on religious grounds. The Qu'ran allows for no raping and lawlessly killing of the people of the book, when said people are under our occupation. Any nation who defends attrocities that they have comitted by distorting Muhamed's wisdom is an enemy of the UIS.

We will be withdrawing from this alliance which could not fulfill any of its intended purposes. It has been a complete and utter failure and we have nothing but contempt for the weakness it portrayed the Communist states of the world as having.

OOC: Something about allies - traditionally they tell one another when about to form expeditionary forces for assistance. However after 4 turns of no chatter in the Comintern, it is safe to assume that nobody is doing anything for anyone else.
