Horsemen in cities without a barracks?!? I think we still need to build up a bit more, improve terrain and place an extra city or two before we go to war. We also definitely need more workers than the four we have right now, especially with the stipulation against slaves.
Switch Benefica to Barracks, whiskers to Worker and Lislambon and Oporto to Settler. We only have four cities right now. The extra two will come in handy and then we can start work on our build up.
Japan is going to be huge - they have more than half the continent to themselves.

What are we doing with these four regular warriors? Now that we're a Republic they're just eating up 2 gpt each. Since we still only have 3 Horseman, I'll disband only the one in Lislambon to get the Settler out a bit quicker.

I decide Frank is useless and disband him. No need to let the Japanese think they're winning when they kill him and up the peace cost.
Uh... Veii is now blue. Looks like the Germans took care of our Roman Legionaire problem and gave us a new one. We want to nab Rome before the Germans grab it. I move a Horseman to the mountain by Rome. The Romans look okay for now, but won't be for long. I see no Legionaries. Once the next horse from Lislambon gets built, it will be time to move in.

We get Math. Here's the state of our empire:
I just switched Lislambon to a Settler from horse since it has the Granary and we'll want more cities soon. Lislambon can finally do a sustainable 10 shields per turn with the mines I added, so be sure we aren't wasting anything. There are spots for two more cities between us and (soon to former) Roman lands, as marked. The green dot will be an eventual spot to settle but we'll probably have to fight the Germans first.
That German archer outside Rome looks like it's ready to declare war (it just fortified). We're a bit short on troops, but two more horses complete next turn. Let's capture the last bit of Rome ASAP.
