Yes. "We have our reasons" they say : you can safely understand that your land is flooded with spies.

Democraty too, for the emancipation bonus. All the last techs ("we prefer to win"). Everything leading to liberalism if it hasn't been discovered yet. And as said before, any tech which allows to build a world wonder if the AI is trying to build it.

Does not seem like a quota to me. I too see frequently "We fear you are becoming too advanced", usually from the tech leaders, but the outsiders may continue to trade with me at the same time with no problems. Of course, if they have something to trade.

I've had 2 odd ones. "We'd like to win the game, thanks." was the red-out reason for rocketry once. Also I often get simply "We have our reasons."

Well, that would mean that they are building or have build the Apollo project which is available with Rocketry and they want to win by space victory. Seems like a simple explanation to me. I do the same thing until I get enough of a lead on building parts until I'm willing to trade away rocketry.
