OT: Just noticed that Benin is missing on the list

The goverment of Ghana offers increased Cooperation in the field of Economy, Diplomacy and Military.
While our nation are rather poor , we are all threatend by the same , expansionist nation next to our door.
We can not watch how each one of us get eaten by Nigeria one by one. Only together we are strong enough to stand up to this monster of a nation.
ECOWAS might one day be strong enough but not all nations fell the same pressure that we currently fell, so we have to act now.
We will specify our ideas if you agree to the basic idea.


Most nations you listed are agreeable to increased cooperation within the ECOWAS. Indeed, this is a subject of ongoing debate within most of their governments. They, like Ghana, agree that the Nigerian threat is real and cannot be ignored. But to speak without action only results in another Benin... and no one wants that.

What they really need is leadership :cowboy: <nudge> <nudge>

The reason you do not see Benin on the list is that you it is now called "Greater Nigeria" (see timeline).
 
Ghana currently tries to strenghten its officer corp through cooperation with Brazil. Once our forces have gained enough knowledge through this, we will share it with our ECOWAS friends.
The president of Ghana is a humble man, who won't day that he should be the leader of such an large cooperation..

Here are Ghanas offers, to all nations of the ECOWAS who agree to this :

1. Formation of an ECOWAS Defense Union, with an united military, foreign policy and economy policy.
All nations would still have control over their internal policies, their judical system and their police forces.
2. Increased cooperation, esspecially in water and farming question, some of our potential allies are terribly suffering and we need to find a way to solve this. Ghanas smartest minds (yes we have some) are trying to find a solution, one of the most promising ideas involves giant solar parks in Mali, which would power massive Desalination plants, but we're currently not sure how to build something this massive.
3. Strong cooperation when it comes to using our mineral reserves. The ECOWAS has massive amounts recourses like Titanium, Bauxit, Diamonds or Iron ore. Using these wisely could make our nations economies prosper, giving us the money we need to solve other problems.

We don't want to force anybody into this, everybody who would join could of course always leave if they want to. But it should obvious to everybody that none of our nations will be able to solve these problems alone. (Ghana is also the only nation in the ECOWAS with at least some money avaliable).
We need to build a brighter future for our children and guard it together.

Get your house in order and maybe we will talk. Any agreements would have to put the goodwill of the people first.

How does your proposal differ from the East African Federation? Are they not already a better established and much more stable version of what you are suggesting?

We are in the process of going there. The will of the collective peoples along the Zambezi is, of course, important to this organization.

Unlike the EAF, we do not suggest a full political union - merely a common market, combined power projects to allow us to improve the quality of life across Southern Africa.

We would like to stress that this is NOT a Zambian power play. We merely wish to unify efforts with neighboring nations in a way that benefits all of them.

Throughout the virtual teleconference "room", there are murmurs of agreement and various nodding heads. One thing that gets asked again and again during the question period is what sort of 'timeline' these operations might have.

They are also concerned regarding Brazilian influence in ECOWAS military development; there seems to be a general 'go it alone' 'vibe'.

Both are generally in agreement but will wait for you to get your internal affairs in order.
 
Ghanas Explanation to the ECOWAS

Of course, once a military cooperation within ECOWAS is formed, we hope that Brazils advicors will assist all ECOWAS members.
For a timeline our plannign was as following:

First: Improving the military with foreign help, while also investing an large amount of our recourses into stabalicing and improving our Economy, with a focus on primary and secondary sectors.
Afterall we somehow have to finance those troops.
We also plan to enact an "Anti-Cash Crops" Law, which stops any excessive export and production of goods like peanuts or cacao, while our people starve.
This will take at least several years, the most optimistic guess is three years(turns)for the basic infrastructure and training.

Second:
With an improved military, focus will be completly set on Economy, to increase the amout of money we can spend.
Esspecially the secondary sector, with an focus on mining and processing our raw materials, will be enlarged at first. Afterall nations like Europe or India are always hungry for Titanium or Aluminium.
We will also spend at least three years with this, before we will gain enough income with this. There are also plans to build solar parks in arid region in Mali, which could, with better infrastructure, be used to generate the power for factories, mines and cities.

Drought and famine will, during these phases, will be fought with short-term solutions, like water and food help from Ghana or the World market.

Third:
Once we generate enough income from our economy, we will tackle the massive problems of drought of food shortage.
We will invest massivly into increasing out agricultural production, while minimizing tthe water usage as much as possible.
Once enough income is availible, we will invest into a large infrastructure project, to improve sanitation, water distribution and waste water cleaning. We also plan to start Reforestation programms, which will stop long term desertification.

Those plans might seem fantastic to everybody, but together, with all our economical might together we could realice them.
We have a unique chance at the moment.
Due to the crisis of the last decades, we finally have control over our riches.
For the first time we can use or minerals, our fields and factories completly for our needs.
But as single, small nations our voices are meaning less.
As one union, we could controll large portions of special markets, we could dictat and enforce the prices and condition we want if we are united.
Our riches can be used to enrich us and to improve our peoples lives.


Political note:

We also suggest a rotation system when comes to decide who represents this new ECOWAS.
Every nations head of state would function as the ECOWAS head for a year, before it passes this postion one to the next.
Policy decision would be taken by an Council of ministers, which decides with an absolute majority of votes (one vote per nation).


Military suggestions:
- A united military with an United High Command would be formed.
- The military would be divided into 2 forces:
1. Local defense troops, controlled by each nation.
2. Mobile Corps: A mobile and fast force made up of troops from each nation. It will be used as an fast reaction force, to reinforce regions where immediant assistance is needed.

The precise structure of these forces will be worked out once the cooperation is sealed.

Nobody will be able to oppose you and your independence.
 
We are slightly concerned with the idea of Brazillain trained troops in Africa.

Not only can't the nation of Ghana not afford it, the presence of technologically advanced soldiers in control of one nation may lead to instability to the region. We fear that such an advanced troops will be used for, instead of promoting self defense, be used in offensive manner against other nations of Africa.

Peaceful democratic nation don't generally suddenly begin militarizing to the point of driving oneself into what every analysis of the situation will lead to bankruptcy, unless you plan on using said troops.

We believe that how you finance said troops will be everyone's problem. Who knows what would happen if you go bankrupt while being unable to pay for these soldiers and equipment? Where will the equipment that you already bought go? Warlords? Black market?

While we agree that Ghana has every right to strengthen its defense, we urge you to pick a route which would not lead to financial ruin, which would not be profitable for anyone.
 
We never said that we want to reach the same level Brazil has.
We just want to improve our Air defense and naval forces to the point where we can defend ourself.
And Brazil, beeing one of the strongest military powers, agreed to help us with this.

OOC: You, uh, still can't afford Brazillian doctrines in either.

And there's no mechanic other than adopting foreign doctrines for accepting foreign aid in form of military training so you are probably better off improving doctrines by yourself.

Or adopting less resource intensive doctrines, which you also can't afford afaik.
 
OOC: I thought cooperating with a nation simply made it cheaper to accquire single doctrine points, as long as I have a lower level.
I mean it would be carzy to even attempt to reach such a level, even with all of ECOWAS ^^

On the other hand, the state of Ghana can however afford the Argentine doctrines. They will be able to provide them power unlike seen in this corner of Africa, and will allow them to...ah, assert their dom- independence.

Somehow, I doubt that investing nearly all of your cash into military is good for economy. However...Argentina is a friend of burgeoning African nations. We could offer you some financial aid. Sadly, alas, nothing is free in this life, but perhaps, maybe, if you just...well, give...say, 65% of your cocoa production for us, we could work something out?
