Text Display Problem

So some of the descriptions in my Civ 4 BtS (3.1.9) are bugged.

For example, when selecting leaders, instead of displaying "Hannibal - Carthagenian Empire" the displayed text is "TXT_KEY_LEADER_HANNIBAL - TXT_KEY_CIV_CARTHAGE_DESC"

It only seems to be happening to the leaders of newly added civs.
Also, when I use the Fall from Heaven 2 mod, pretty much every unit, tech, leader, etc. has this same "TXT_KEY" display problem, making it essentially unplayable.

Is there some setting I need to adjust top fix this?
 
Do you have the FFH2 version suitable for a BTS 3.19 patch? Try looking for updates. As for BTS itself, well... try this:
* Clear the cache. If BTS still has the previous patch stuff cached, it can cause trouble.
* Uninstall, delete ALL civ4 & bts folders, reinstall.

Yeah, I used the 3.19 that's required for FfH 2.

I tried deleting everything and reinstalling, but the problem remains. (The original disk version is 3.1.0, I think).
It seems like everything from the original CIV 4 is fine, but anything that was added in Warlords or BtS (or any mod) is glitched.

I got all three versions as disks in a single pack, so there shouldn't be any inter-compatibility issues.

I'm guessing that whatever data is being referenced by the "TXT" commands just isn't where it should be, so that's why it's not showing up?

I really hope someone knows a fix for this...
 
Yeah, my pc and OS are Japanese.
I tried switching the non-unicode language (and every other language setting I could find) to English (US) but that doesn't seem to have had any effect.
Tried restarting and reinstalling too.

Never had trouble with any test in my other PC games.
And could it really be a problem with my settings even though it only effects warlords, BtS, and mods while leaving all the original civ 4 text working fine?
 
non-latin operating systems have been known in the past to create precisely this problem with versions of the game not created for the asian market.

i do have the very same problem. but my regional options are set all to german, and previous installations worked fine, until i had to deinstall the game because i mistakenly edited one of the core asset files. since then, whenever i install the game i get those TXT_[something] messages for every tesxts that are not from the vannilla game, i cannot access the civic screen properly, and at some installations i cannot even access all graphics audio and miscellenious options(sometimes not even any of them).
