So wanted to get the KO on France. Not because it's particularly bad, but it's IMO on the low end of good, and generally very overvalued (again, IMO of course) due to how visible the UA is. Just like gas prices, we inflate the significance of things that are shoved in our face (hey look at all those border pops! Or, hey look at all that money I get from River Warlord!). Not to say those aren't good abilities, but not as good as we're often inclined to believe. For further evidence, look at how France and China used to be seen as by far the two most hands-down dominant forces in the game. While some civs fell when they or their playstyle were nerfed (**CoughAlexanderCough**), those two weren't (France) or were barely (China) touched, but as the community started to differentiate between visible effect and powerful effect, they began to be understood as less powerful than originally thought.
Also, one good unique doesn't make the Ottomans great; the same can be said for France.
As for the Arabia love, I don't think it's the best on this list right now, but some civs are only as good as the viability of the one playstyle they're good at (domination). So I'm inclined to avoid them on the grounds that the civ isn't actually stellar, it's just really good at the easiest way to win. Perhaps distinction without difference, but the likelihood of warmongering being made less lucrative makes me feel a little more justified (a well-balanced civ can be leveraged towards warmongering, but an overly strategy-dependent civ will only excel to the extent that that strategy excels).
