QUESTIONS

1. With New Deal social policy, is the 10% factory meaning that factories increase income by 35% now?

I've rebalanced New Deal to only provide 2 Factories. Yes, this is correct.

2. Is the factory bonus to province income before trade income is calculated? If not, is it before total income is calculated?

It's calculated before either.

3. Explain the air units please. What are CAGs, Escorts, Fighters, and Interceptors in relation to each other? A CAG is a carrier air group and is normal composed of both fighters and bombers (naval versions of course), so why is a CAG automatically countered by escorts, fighters, and interceptors? Why do escorts counter fighters?

Sure. A Fighter is a heavily armed and armored, fairly manuverable all-purpose craft. It can tackle short-ranged interceptors without undue difficulty. Interceptors themselves are designed to scramble when enemy bombers are spotted, and have a lot of speed and maneuverability to outperform slow and clunky escort fighters. Escorts themselves have the armor and firepower to slug it out successfully with regular fighters, but just can't keep up with interceptors.

CAGs represent torpedo and dive bombers. Carriers can base interceptors to represent their fighter complements. Bombers are a mix of tactical and strategic bombers, depending on the mission involved.

4. Do command bonuses from generals etc. stack on each other? With 2 generals, would I have a 40% bonus instead of 20%?

No.

5. How do land units cross bodies of water? Fleet chains?

Land units can enter water whenever they want. They are not bond by the range limitations of fleets, but are defenseless if attacked from air or sea, so you are advised to work with allies if you need to send a fleet beyond your coverage.

In that vein, you CAN base air and sea units at allied airbases and harbors.

6. Can our UUs have special abilities, such as 3 air unit slots on carriers instead of 2?

Currently there are no abilities available other than purchasing new aircraft slots on carriers. However I am toying with a few that might be unveiled soon.

7. Please, please, please explain the UU chart. I have no idea what any of it means.

8. Wouldn't Arsenal of Ideology become OP if a group of players were to form and just a single one of them had it?

Yes. Yes it would. So you'd better form your own alliances with AoI players or use those savvy diplomatic skills to break up any such alliance, eh?

Some of these were discussed in chat with no conclusive answers. Others I am curious as the OP isn't too clear.

OP isn't clear. OP was written in between mowing and calculating the RP turnset, and supplemented by rules developed over several weeks that have been "gently" twisted into functioning in the same ruleset.

History: (Subject to change based on the given history of Italy, the Ottomans Spain, and any joiners in France, so done in little detail)

Following the conquest of territories in Libya from the Ottomans, the Italians had only tentative control over the region, with firm control over only a series of ports on the Mediterranean. Attempting to expand their control via military incursions, the Italians grossly underestimated the capacity of local tribes to resist them. With the tribes receiving weaponry and military assistance form outside sources they were able to uproot the Italian forces and establish an independent confederation. This was later expanded as the disastrous wars with other tribes in the Rif region weakened French and Spanish holdings in North Africa.

Since this period the locals have adopted an increasingly centralised government in their push to establish a modern and industrialised nation capable of retaining its independence from colonial powers across the Mediterranean. With bureaucracies set up to manage this under the western economist Banker McRothschild, political and military power have devolved from the tribes towards a series of central mechanisms. Whilst the central government remains ruled by representatives from the small states that make up the confederation, political tensions have begun to blossom as this federal government and their military forces begin to take more and more control over the different aspects of the nation, culminating in their most recent five year economic plan.

The shining example of THE STATE'S "men can do more than machines" philosophy, these elite units are trained for almost every situation, they are jacks-of-all-trades hence the name. Almost every man in the military are in awe of these men.

Anti-Mechanical Legion: (Originally Anti-Tank) 84ATCK/70DEF/40HP: Additional Counters: Aircraft

Try as they might, THE STATE could not provide a cost effective means of providing their beloved Mad Jack Legions a way of defeating amour and aircraft. Traditional Anti-Amour and Anti-Aircraft Legions were the most cost efficient way of doing so. THE STATE then decided that they would merge these two legions to provide an auxiliary legion, thus the Anti-Mechanical Legion was born.

THE HISTORY:

The mysterious Commander Smith (possibly a pseudonym) took over a large portion of Siberia during the Russian civil war via unknown means. He implemented his unique militant ideology on the area, forming the political entity only known as THE STATE. The main guiding principles of THE STATE are that there is no difference between the military, the leadership and the state; and that men can do much more than machines can ever dream to. However, nobody has ever seen Commander Smith, THE STATE seems to be run on his behalf by his advisory council (whose names are almost certainly pseudonyms). Something strange is going on in that country and nobody seems to know exactly what. Nobody except Commander Smith, assuming he even exists.
 
THE QUESTIONS:

Sorry for putting this in a separate post, but I wanted to keep the questions and the nation separate.

1. I'm confused, is it the total strength of the army that counters stuff or is it the number of them that counters it? Let's use an example.:

Say I have 1 Unit of "A" that has a Strength/Defense of 10 and counters Unit "B" 1-to-1, which has a Strength/Defense of 1. I have one Unit of A and I am attacking my enemy, who has 9 Units of B. Does my A counter his "Bs" or do I need ten "As" to counter them?

2. If a UU counters an enemy type, does only the UU get the bonus or does everyone who shares the base unit type get the bonus?
