NPCs. You can spend money to ally with NPCs. Highest spending is the NPC's ally. Think City-States in Civ 5. NPCs provide a listed bonus
(See Politics Post) to their ally. NPCs with Unique Units(there are 8) will sell their unit's production licenses for 1/3 of the unit's cost per License(rounded down). Allying with them will drop the price to 10% of the unit's total cost. This is using the cost for the unique unit itself, not the base version.
If you want to attack and conquer NPCs, go ahead - there are no unusual repercussions. NPCs start with substantially weaker armies than PCs(1 Infantry, 1 AA gun, 1 Cruiser, 2 Destroyers[Czechoslovakia and Mongolia excepted], 1 Fighter and 1 Bomber, plus one of their UU for those with UUs). Just know that once an NPC is gone, it won't return, and the bonus it provides will be lost forever.
