I would settle 1S, for the extra resource with no real downside.
There is a downside, a whole turn. If you are going to burn a turn before settling, I would DEFINITELY go to the 2W + 1S spot, grabbing 2 of the floods, another hill at least, and still keeping the pigs, wheat and silk in your BFC. However, that would put the stone out of your short-term cultural borders, and thats a factor to be considered.I would settle 1S, for the extra resource with no real downside.

and not wasting any time to move your settler is the best move IMO. Having wheat, stone, fish, and pigs on a hill is a pretty kickass initial fatcross. You can always settle your second city to west on the plains-hill by the river to work the flood plains and silk.
