If Japan and S. Korea worked together to make FIFA's World Cup in 2002, why couldn't they work together to fund a seeding mission? It is not like funding a sponsor or a world cup means both nations will become one.
How would Japan fit in the context of aquatic/artifact theme?
I mean yeah, it is an Island nation but, why is that reason enough to justify the aquatic cities theme like NSA?
They didn't really justify the NSA as aquatic-only. Even with rising sea levels, Great Britain and Scandinavia would largely remain dry. Those countries simply built on the ocean because they could.
I keep thinking of the NSA as the super spy faction. But, Japan would fit with aquatics. Rising sea levels (rising tide if you will) seems to be a common theme for forced adaptation and formation of the sponsor groups. Maybe Japan had to look to the sea for solutions to their expanding, already dense population and a nation that's literally shrinking in land.
Can we just drop the Japan-Korea idea. Just because it sounds cool to you guys, doesn't mean it makes sense. Yes, they are next to each other. Yes they are both in east Asia, it still doesn't mean they magically match. The culture of those two countries is very different.
How about we come up with something creative instead. For example, Greece and Italy could join forces.

I'm almost certain I brought this up before in this thread, but the metabolist architecture movement ,which treats cities and Buildings as if they were living organisms, (rather Harmony now that I think about it) was started by Japanese architects. And among them were several concepts for oceanic expansions and superstructure. So I assure you that some designers of Japan have at the very least have considered it.
I think the simplest way to put it is "cellular" each part is like a cell or organ that makes the whole function. Nowadays these concepts tend to be combined with Biomimicry; emulating the structures/functions of living organisms due to the specialized effectiveness of said living organisms. Again, all very Harmonic in retrospect.

That depends on how much sea level rise we're talking about. Stockholm and the surrounding area is pretty flat and so is all of Denmark. London has the Themes running through it that could flood. But both areas have a long maritime tradition though. So maybe it's a multitude of factors that made the NSA take to seas.
If Al Falah mixes current day Iran, Saudi Arabia, Syria, Palestine, Egypt, Iraq, Turkey and Lebanon in some kind of pan-Middle Eastern space mission, Japan and Korea can do so as well, can't they?
I like to think that Al Falah is sponsored only by the Gulf Countries and Saudi Arabia, who are endangered enough by climate change to leave Earth and rich enough to send a Seeding mission.

Soucha was stripping away PACs military resources for PACs Seeding, perhaps Korea rebelled with the help of Japan, and conquered some major PAC cities, so that they could launch their own seeding mission.
