How would that explain the change in voice-actresses from one of the SMAC voice actresses (for Deirdre) to the game's main voice actress before CivBE was released? Outsourcing, perhaps?
But otherwise, I also wish there were more sponsors but they are making it up for it with the Seeding options. It's possible that they might provide more options.
Admittedly, it does make a certain amount of sense that it was a budget thing. Even if not voices there are many ways that it would affects the amount of time and money spent on assets. It's not hard to make a new sponsor bonus compared to the time and effort put into modelling a 3d character with good dubbing, not to mention the research to make a plausible sponsor or bonus. Mechanics are the easiest part of that considering they make an effort to make modding tools for the game, that alone would make future mechanic a lot easier to put in because the infrastructure is already there to support it to a limited degree.
Perhaps they've reconfigured the Virtue costs so that you don't get so many through the whole game. It would explain why the FI trait seems so weak. You're getting a few more of something that is now much more scarce.
It would also make sense since they are adding a huge assortment of potential diplomatic traits for virtually any strategy. A whole bunch of Virtues and Traits together would be a bit gratuitous.
well if they move around all the really good sats [weather controller orbital fabricator] or just make those areas of the web more interesting and useful, i think the Slavic Federation could be a very powerful wide civ using said satellites to build cities into beasts at little cost.

That would make FI's trait even weaker. As of now, getting to your 20th or 30th virtue rarely matters at all, and yet you most reach those extra virtues to get most of of Elodie's trait, which is already weak. If virtues are more expensive than now, that means that getting that second or third free virtue won't happen as frequently and FI is even weaker than it is in the base game. It'd be a needless nerf to the weakest sponsor.

Not really. If they change Virtue costs so that non-FI sponsors may only get 12 or 13 per game, F-I may get 15-17 Virtues which would make a bigger difference. It would give F-I an advantage comparable to the others.

If non-FI get 12-13, then FI will only get 13-14 with the current amounts.
What it probably should be is
1 Virtue per 10 Virtues (any source)
1 Virtue per 10 Virtues (any source) AND 1 Virtue per 10 Techs
1 Virtue per 8 Virtues (any source) AND 1 Virtue per 10 Techs

It is very possible. The pattern with previous sponsor reveals seems to be a new sponsor early Thursday morning and then they showcase the new sponsor in the Thursday afternoon live stream. So I would not be surprised at all if we get the new sponsor this Thursday and then they play the new sponsor in the Thursday live stream.

Haven't someone replied on one of the devs about that idea and they congratulated the idea and suggested him to mod it?
That's different from saying 'no, we will not make a sponsor based on artifacts". It's closer to a No than to a Yes, of course, but it isn't a clear denial. They are not allowed to give details anyway, so if they are really making an artifact sponsor in the end, it's not that they would say 'oh, well, you got me'. The protocol is to just evade the questions and change the subject.
