Hmmm.. maybe, but elephants have not go that endurance or 'commando capability'. Does anytone know how you could make the SEAL able to do short-range underwater missions?

Define "short range". Keeping in mind that each tile (on normal size maps) is something like 250,000 square miles (500 miles across).
 
I was going to make a similar joke say start off with something easy like balancing a ball on their nose and getting them to clap.

It would be pretty cool if they were allowed to move in coastal waters and attack ships there.

No! One-tile islands are small islands like we have, for example, and one-tile sea bays are what we would call small bays. A one-tile underwater mission across a bay of out of a transport would be in character.
 
I am quite fond of my SEAL Teams. In my current game my SEAL Team is led by my Pointman (Great General) who has of course amphib/march as well as combat 6, tactics, morale and leadership. Then theres my Corpsman (Great General) whos got also amphib/march with healing 3, woodsman 3, tactics, morale and leadership. Those 2 usually lead a crew of a few other skilled SEALs.
 
Seals live up to the name- all I need now is a UKSF unit (1 PARA would be cool) to point at SEALS and test the two in a decent firefight
 
Navy SEALS have nothing on ACTUAL seals!
