We will both beat the Krauts and the Kafkas. By underestimating Letland, both Germany and Czechia will draw Letland. Then, in the last match we will loose to Letland on purpose.

The statistics I've mentioned is as follows:
Portugal-Russia +2=0-1 3-6
Portugal-Spain +0=2-3 5-19
Portugal-Greece +1=1-2 7-9
Greece-Spain +1=0-3 4-8
Greece-Russia +3=1-8 7-22
Spain-Russia +1=1-1 3-3
In terms of the percentage of the points won Spain should take the first prize. Then goes Russia followed by Portugal and Greece.

I still doesn't make much sense, as Portugal and USSR played 3 official games: 2 wins for Portugal (WC 66, Euro 84 qualifiers) and 1 for USSR (Euro 84 qualifiers), so, regardless of goal difference, I think Portugal should have the advantadge there.

I'm not exactly sure about the degree of rivalry involved in Portugal-Spain but Holland - Germany is probably the hottest possible in Europe, far worse than England - Germany.
