We have 134,000 oil, however I do agree that mechanized/mobile infantry should be the priority for mobile artillery and other mobile brigades. Engineers are also important.

As for the oil debate: We gain around 50 units of oil every day and it's the largest of our resources, why on earth would we want to invade a random country to gain more?

right now Japan is bogged down in mainland china in a war of attrition without end.
