The Team 22 bug

I was looking at some old posts on this particular problem, namely that in creating a scenario, if a civ or CS is allowed to have team # 22, then barbarians will not spawn. However, the workaround, numbering CSs from 23 upwards, doesn't seem to be reliable. I see some people saying it works, and others that it doesn't work, and it certainly doesn't work for me. Is there any update on this? Has anyone found a way to make a scenario with fixed player start positions where barbarians spawn as normal?
