About the Annexation Act, I have 2 points to make:
1) Annexation should be clarified if it's simultaneous or phased, and I would prefer phased due to happiness and our growth needs;
2) I think that Alexandria is already a tribute to Alexander, I would rather call the city Enótita (ενότητα) which means Unity in Greek, or at least something along those lines.
 
The annexation is supposed to be immediate if that wasn't clear. With the alliance to Zurich we will have a happiness level of 6 after annexation of both cities has begun, and annexation will be done within the next 10 turns. We shouldn't be falling into unhappiness even with all of our cities growing during that time (the Siamese cities won't until next term when they are fully annexed).

OOC: As for the name, there is no city named Alexandria since we went with Apollonia for the fourth city. I know there were talks about naming it Alexandria Apollonia (because I started that :p) but the name Alexandria has never been used to describe Apollonia so I thought this would be the perfect opportunity to name a city for Alexander.
 
I've been doing some complicated calculations behind the scenes (you'll see why soon enough), which is why I haven't posted an update sooner.

However, some trivia here that I found interesting was that both Kirillos and Eurydice are representing the same number of neighbourhoods each (four), despite the difference in their number of seats in the Synedrion.
 
Synedrion Election Act

(1) Neighbourhoods of all cites in the Delphian Kingdom will receive voting rights in Synedrian elections on the same grounds as neighbourhoods of the capital.

(2) Voting neighbourhoods of cities settled or annexed by the Delphian Kingdom elect two Synedroi each.

(3) Voting neighbourhoods of self-governing cities within the Delphian Kingdom elect one Synedroi each.
Before turns are played, I am proposing this. A couple pages back Melda asked if we would support this, and that it won't affect peoples' opinions of us. Gurra wrote this as a bill, but never proposed it.
I vote Yes on the Synedrion Election Act.
 
Okay, the calculations were complicated, but they're done. I've also made all the changes as legislated without hitting the 'next turn' button in-game. So still in turn 190, but cities have been annexed, renamed, etc.

It's very late now so I'll post the screenshots, etc. tomorrow.
 
OOC: I was actually planning on bringing the Synedrion Election Act myself after voting on the other acts was over but you beat me to it. :p I wanted to see if Bazil was onboard since he didn't say anything when we discussed it earlier, so I'll hold off on voting for a little bit.

The Siamese response to the annexing of their ancient cities of Sukhothai and Si Satchanalai were complicated. Ordinarily those who valued tradition would have been mortified, and indeed some traditionalists in the lower classes were, but the aristocratcy tolerated the further integration into the Delphian Kingdom (which some wise men suggested was actually now a misnomer, and that with the direct integration of much of the former Siamese kingdom the kingdom could better be thought of as the Kingdom of Delphi) because they realised it would double their power and influence in the Synedrion. The opportunity to expand their power and control over the government of Delphi was more than enough compensation for surrendering the self-government of their cities.

Something they couldn't abide, though, was the Delphisation of their city names. The renaming of their ancient capital to its Delphian equivalent was insulting enough, but the naming of another of their cities after the Mad King who in his time slaughtered thousands of Siamese men, women and children was just going too far. It looked as though there were going to be riots in the street at the suggestion until more information came through about policies that the government under Chief Minister Filippos was enacting. Community leaders intervened quickly and defused the situation before it could boil over and turn ugly. They realised that the legislative programme enacted by the new Chief Minister and authorised by the Synedrion would be of great benefit to their cities. The only people who disagreed with this were the working class labouring types, but they were unorganised and apart from some drunken scuffles remained quiescent.

The courthouses in Soukotai and Alexandropolis were not expected to be completed for a decade. Only time would tell what civil unrest would forment in the time until then. In the meantime, unhappiness in the kingdom became an issue for the first time since the years of the Mad King Alexander the Great, which only ended when members of the Delphian Council assassinated him.

The neighbourhood of Baan Baan Koo in Alexandropolis were not impressed by their sudden drop in social stature at the seemingly capricious whim of the Chief Minister and the Synedrion as they were relocated outside of the urban environment where they had previously enjoyed an affluent existence, yet now were relegated to the mines. This seemed to them a cruel and unusual punishment indeed.

The City of Kirrha, fresh from the successful completion of the National Epic turned its people's attention to the construction of the University of Kirrha. Such an impressive project was expected to take eight years to complete.

A great mobilisation of the kingdom's armed forces was undertaken. Many cities were pleased to receive the new garrisons and felt at ease against the threats and dangers of the world.

The talk of unhappiness in the north of the kingdom was suddenly and swiftly quelled with the news of a successful trade mission to the Kingdom of Zurich. Much gold was earned and influence bought. The end result was an alliance between the King of Zurich and the Basileus of Delphi as well as extra gold in the Treasury coffers. Happiness throughout the kingdom grew and things seemed to be going well for the new government of Chief Minister Filippos from Primos.

In international news, it was reported that the Shoshone Republic had reorganised itself into a more federal configuration and was now being referred to in offiial correspondence as the Shoshone Federal Republic.

It was at this point, many months later, that the crisis began.

The first inkling that anything was amiss was the absence of three Synedroi.

The past few months had been a buzz of activity, and the Chief Minister and his government had been incredibly busy during the Synedrian recess. He didn't realise it yet, but he hadn't been the only Synedros busy during that time.

The Synedrion was back in session today. But Filippos from Primos noticed there were some people missing. Eurydice, the faction leader of the largest non-government faction in the Synedrion was absent, as were two other Synedroi. Filippos turned his mind to other matters as he and his most loyal Synedroi settled into the chamber. But his mind was warning him something. What was it? The two other Synedroi were both from Eurydice's faction. They were both the Synedroi for Apollonia. How unusual.

It was at that point one of Eurydice's most loyal Syenedroi approached the Chief Minister and respectfully handed him a scroll.

"What's this?" the Chief Minister asked.

"Correspondence from Eurydice Nepides," the Synedros responded simply.

Filippos looked at it more closely and realised the wax seal hadn't yet been broken. Clearly this message from Eurydice was for his eyes only. He waved the Synedros off and broke the seal, rolling it out. He wondered what could be so important that Eurydice and his representatives couldn't make it. Despite their policy disagreements, he hoped Eurydice wasn't sick or in any danger.

Then he read the letter.

Filippos of Primos, Chief Minister of Delphi, for several years now you and your predecessor have maintained your faction's position as rulers of Delphi by majority, allowing you to dictate to the entire kingdom as you wished. The native Delphian people have lost much of their representation because they put their faith in candidates not entirely aligned with you. This is not fair. In response, several people have organized a secession. They have declared the people of Apollonia as completely independent from all government and affairs of the original Delphi kingdom, and will maintain this as they establish themselves and organize the new territory.

Well, that's certainly an unexpected turn of events.

Either declare in-thread, or post by PM, or message by Steam what your intended actions are in response to this.

The new Baron of Apollonia has taken the city without force because the aristocrats living there support him a hundred percent. Some in the lower classes in Apollonia are outraged by these treacherous actions, but the aristocrats have bought off the platoon of spearmen garrisoning the city, so the new Baron's control of the city is secure for the moment.

With the absence of Eurydice the neighbourhood of Valua has only one Synedros representing it in the Synedrion. And of course Apollonia is not represented at all in the chamber presently.

Here is an updated summary of attitudes throughout the kigndom and the barony. Note that the people of Valua consider both the Chief Minister and the Baron to be god-like personalities, and they have not yet made up their mind as to who they will support and hope for a harmonious resolution in which both of their heroes prevail.

"What on Earth is this supposed to mean?", Filippos shouted, "Eurydice voted in favour of the annexation of Siamese cities and extension of voting rights, if this is what puts me at fault - hasn't it put him at equal fault? These claims are ridiculous, as every extension of voting rights in this kingdom has been supported not only by the Siomaios faction but by others aswell. The aristocracy in Apollonia cast their vote for Leonidas twenty years ago when they knew perfectly clear about his intentions to extend voting rights to Siamese cities - how can they have any right to now claim they were being deceived?

The Apollonian aristocrats are ungrateful liars who deserve nothing from me, from the people of Apollonia, or from Delphi at all. If they want to hide behind their unfounded claims of deceit, then fine. So be it. But this kingdom will no longer support the city, and all Synedroi loyal to the Baron of Apollonia shall be banned from the Synedrion and from this Kingdom. All Delphian workers building farms and roads for Apollonia shall immediately seize their activities and return east to build improvements for the cities who deserve them. If they so badly want to be independent, then let them handle their own needs."
 
I present to the Synedrion my renewed orders for handling this situation:

- The three workers outside Kirrha shall directly move on to their plans for what they were supposed to after finishing the road, without finishing the road.
- The worker building a road outside Apollonia should stop that and go north and clear the marsh outside Soukotai, then build a farm on it.
- The working building a farm outside Apollonia should stop that and go build a farm northeast of the cattle pasture outside of Kirrha.
- All Synedroi loyal to Eurydice shall be banned and their neighbourhoods be allowed to elect a new representative.
- The Trebuchet in Kirrha should stay in the city.
- The Swordsman in Si Satchanalai should be stationed in the mountain pass two tiles northwest of Kirrha.
- The Chariot Archer between Apollonia and Kirrha should be stationed at the mine two tiles west of Kirrha.
- When the Crossbowman is Dostana finishes training, it should be stationed at the mine one tile northwest of Kirrha.
 
Given all the excitement at the moment I'm going to hold off on processing anything for another [timer=09/21/2015 11:05 AM UTC;Expired][/timer].

All players have until then to get your requested/attempted actions to me (either publicly in-thread, or by PM or by Steam chat).

Although Delphi is displeased with this turn of events, they have not yet declared hostile intentions, just a revocation of their support, which was expected. We shall begin attempts to continue the interrupted affairs of the city soon enough. Let it be known to Delphi that we have no intention of hostility, and hope that we can proceed without interference from the other.
 
On another note, I would like for Delphi to improve its relations to the foreign powers on this continent. To do so, we should establish embassies in Beijing, Warsaw and Moson Kahni in exchange for Chinese, Polish and Shoshone embassies in Delphi Nova.

You should probably issue some orders for the city, then, or should I take it that you're happy with continuing as things are for now?

If this is an action you'd like to attempt, send me some details of how you'd attempt to do it (of course, the Baron might be on the lookout for this kind of threat now :lol:).

Edit: The results of the by-elections for the neighbourhoods that until recently were representing by Synedroi loyal to the Baron of Apollonia will be out tonight my time (in another six hours or so).

Yes, it was supposed to be. Sorry for not being clear. You can see this post as me proposing the bill to the Synedrion for voting purposes (so Kirillos doesn't miss out).
 
The newly self-crowned Baron of Apollonia surveyed his domain.

The Treasury was not substantial, but costs were low and gold was flowing in. There were no trade routes, which would need to be remedied. Happiness for the moment was acceptable. Research was essentially non-existent; that would become a problem before too long. And there was almost no social development to speak of. Apparently the city had been very much dependent on the Delphian Kingdom in this regard. And the only religious views in the city were the foreign faiths of Catholicism and Protestantism.

His most loyal Synedroi had joined him in his barony, where he planned to appoint them as an advisory council after they had been expelled from the Delphian Kingdom on the Chief Minister's order.

He had one small city and one platoon of spearmen, and half the city hated him. The nearby smaller nations allied to the Delphian Kingdom had forsaken him and his fiefdom, supporting the Delphian crown instead. It was going to be tough going and the Baron wondered if he'd made a mistake in taking such a drastic course of action.

Meanwhile, back in the lands of the Delphi by-elections had been held for the neighbourhoods whose representatives had been expelled from the kingdom for supporting the Usurper and his illegal seizure of a city that rightfully belonged to the Crown.

The Basileus had come out strongly against the actions of his former representative, labelling his crime treasonous and urged his elected representatives to crush the separatists and make the kingdom whole again.

The results of the by-elections came in.

The Fourth Synedrion, now back to full strength contained 32 seats --- two fewer than before the Usurper's seizure of Apollonia --- Kirillos increased his seat share by two to six seats and Filippos increased his seat share by four to twenty-six seats.

Before the Baron knew what had happened, there was civil unrest. Workers threw down their tools, farmers stopped tilling their fields. There wasn't an armed insurrection yet --- his carefully paid for spearmen kept that threat at bay for now --- but in some quarters work had screeched to a stop and some parts of the city were not safe for he or his followers to wander without armed guard.

Other neighbourhoods continued ploughing and hammering away, but the strike had a crippling effect on the local economy and productivity.

It was difficult to see how he could go forward from here.

The Baron of Apollonia, Eurydice Nepides met with the Apollonian Council --- his seven most loyal Synedroi banished from the Synedrion and the Delphian Kingdom by the Chief Minister.

The Baron had established the Council to provide him with advice. But he didn't value the advice he was receiving at present.

Three of the Councillors wanted to send spearmen in to break up the strike, executing those peacefully resisting the Baron's rule and using their deaths to strike fear into the heart of the populace, hopefully making them more malleable.

Two Councillors kept talking about how to expand the new barony's borders --- an impossible ask at the moment given the limited resources and the ongoing strike.

One Councillor urged diplomacy and dialogue, both with the protesters and also with the Delphian Kingdom, whose trade he argued was essential to the viability of the barony.

And one Councillor could only offer up populist ideas like bread and circuses, with the aim of distracting the striking workers from their cause.

The Baron wondered if this was the best advice he could be receiving . . .

Ultimately the Baron of Apollonia went with the sole voice of reason on his Council and attempted to initiate dialogue with the lower classes. He went with armed guards, of course; he wasn't an idiot.

He spoke of the need to resume work for the greater good of the city, no matter how much the protesters might disagree with the new state of affairs. He pointed out that the city did not have the resources to maintain the strike, and that before long people would be starving in their thousands. He threatened that there would be seriously consequences for everyone in the city if the situation was not resolved.

These were reasonable words.

The listeners were not in the mood for reasonable words.

Projectiles flew in at the leader. Rocks, sticks, metal.

Immediately the baronial guard pushed him back behind their shields, and spearmen rushed at the unruly mob with shields up and spears at the ready.

The baronial guard ushered their ruler away before he could witness the ensuing melee.

It was fair to say things were not going well in the Independent Barony of Apollonia.

And to the east, the neighbouring kingdom waited and watched.

I'll have a more substantial update (turns played!) out by either tomorrow night or the night after.

If anyone has any more actions they'd like to attempt regarding he developing situation with the Independent Barony, keep sending them through either publicly, by PM or by Steam.
 
I would like to suggest to the Synedrion that we offer the Apollonian Council the chance to peacefully surrender to the demands of its citizens and renounce their claims of independence, and in return we should allow the former Synedrion representatives from the Apollonian neighbourhoods to return to their seats and lift the banishment of Eurydice Nepides and his followers as long as they proclaim loyalty to the Delphian Kingdom once again.

If they accept these terms we should repeal the emergency orders given to the Synedrion earlier and go back to the original orders. If they reject these terms we shouldn't hesitate to give our full military support to the citizens of Apollonia.
