The Tribal Elders of Delphi

I'm loving this parliamentary back and forth. :)

In other news, the Lord of Quebec and the Lord of Zurich have made an appeal to the Basileus requesting representation in the Synedrion.

At the moment their demands are to have one elected representative each to sit in the Synedrion.

They feel that as provinces of the Kingdom of Delphi representation of this type is deserved.

What do the Chief Ministers and the Synedrion say to this?

(i.e. they would be single seats based in the city-state that could be won by any faction)
 
Quebec and Zurich may be our closest allies, but in all definitions of the word they are independent city-states. They are not self-governing cities under Delphian control like Muang Saluang, but only associated to the Kingdom under the terms of our alliance. It would be a blatant attack on our citizens to allow Quebec and Zurich representatives to vote on Delphian internal affairs when we aren't allowed to the same when it comes to theirs.

We the Chief Ministers do however acknowledge that these our closest allies are subordinate to Delphian foreign and military policies and propose to give each of our allies one city-state representative on the Synedrion who hold only certain voting privileges. These are outlined in the proposed City-State Representatives Act below.

City-State Representatives Act

(1) An independent city-state allied to the Kingdom of Delphi is allowed representation on the Synedrion in the form of one city-state representative with restricted privileges.

(a) These restrictions allow them to vote on acts and other matters presented to the Synedrion that concern foreign policy, diplomacy, and/or military orders.

(b) These restrictions disallow them from voting on any other acts or matters presented to the Synedrion.​

(2) Elections for city-state representatives are held in connection to regular Synedrian elections.

(a) If an independent city-state allied to the Kingdom of Delphi stands without representative, elections to choose one can be held immediately without the need to wait for the next regular Synedrian elections.

(b) If an independent city-state ceases to be an ally of the Kingdom of Delphi they immediately lose their representation on the Synedrion, unless the alliance is renewed the same year.​

The Neo-Dualist Party votes Yes on this act.


OOC: If this is implemented, when a player votes Yes/No in the Synedrion city-state representative(s) loyal to your faction will only have their vote counted on acts they are allowed to vote on.

Yes, you got it.

Think of Quebec as a farming neighbourhood and Zurich as an aristocratic one and you won't be far off.
 
Hopefully tonight. I spent the last few days calculating attitude adjustments based on bills and voting. That's all done now. Just need a solid hour or so to sit down and do it, screenshot, write it up, upload images and post. :)
 
One year into the term of government and there are a few things that have happened. But I'm not prepared to stop the update from going ahead, though. Given that Gurra has a majority on his own, I'll let him propose how he will deal with these things and Wyverncraft can cast his votes whenever (even if after the update for attitude purposes).

In 201 a great writer is born in Kirrha. The Province of Zurich falls under the sway of China (by 2 points). And it has been realised that the longswordsmen could be upgraded further to gunpowder units if the government desired it.
 
The Chief Ministers of Delphi propose the following actions:

- Let the Great Writer create a great work of writing, we have plenty of Royal Libraries and Amphitheatres around to store them.

- Upgrade the Longswordsmen to Musketmen, General Pompey has informed me that this would only cost 70 gold per unit.

- Gift 250 gold to Zurich to secure their alliance with us.

The City of Alexandropolis commenced works on a colosseum. This pleased both the aristocracy and the working class who dwelt in the city and surrounds. The city administrators expected the project to be completed within a decade.

The working-class Delphi Novan neighbourhood of Pulsa was forcibly relocated by the authorities to fertile lands where many of them were forced to put down their hammers and pick up ploughs. They were most displeased with the Chief Ministers and all those in the Synedrion who were responsible for this injustice.

The modernisation of the Delphian Army commenced. A mighty work it was. The greater and lesser powers of the world would be right to tremble before the might of the Delphi.

The farming neighbourhood Baan Kaw Ken, who had made their home on the plains west of Soukotai were gifted prime riverside farmland by the Crown. They were pleased with the receipt of this great gift.

In Alexandropolis the slighted ex-aristocratic working class neighbourhood of Baan Baan Koo were rewarded for their loyalty to the Crown. An area full of copper deposits were annexed by the city and the neighbourhood were given a royal charter to mine it. Within a year they had grown rich and could count themselves among the number of aristocratic neighbourhoods once more. They were deeply grateful and felt indebted to all Synedroi who had voted for this great boon.

In international affairs, Delphian negotiators managed to push the Poles into accepting Delphian copper for 5 gold per year. The Chinese of the newly "Holy" Despotate were convinced to cough up 6 gold per year in return for Delphian cotton and the Delphian promise to vote in support of the Cultural Heritage Sites proposal when the World Council would next meet.

And for the Dutch, the tide of doom appeared to be rising against them. They'd heard the rumours from the neighbouring kingdom about the prospect for war. They knew they were undefended. They'd heard how the great Delphian war machine had laid Old Apollonia low in an awesome and awful display of power. And then news that filled them with dread: the Basileus of the Delphians and the Siamese publicly denounced the Protestant Archbishopric of the Netherlands. These were dire times indeed. They suspected an attack, and they knew they were completely unprepared. They wasted no time in publicly denouncing the Kingdom, trusting to hope that the international community would be of some protection to them. Their hope was likely to be in vain, but they were most desperate.

In news most dire the Lord of Zurich died and a strongman took control of the Delphian province, pledging allegiance to the Holy Despotate of China. Some wondered just how the former lord died, and suspected Chinese involvement. Unbeknownst to the public, the Government of Delphi financed an operation to assassinate the new despot in Zurich. The new regime crumbled with his death and the heir of the deceased Lord of Zurich took up the mantle and brought the province back into the Delphian fold, renouncing all ties with the Chinese Holy Despostate. Either because she suspected Delphian involvement in the failure of her coup, or perhaps out of solidarity with the Dutch, the Despotess of China denounced Delphi.

In Kirrha the arts were flourishing and the great writer Ludovico Ariosto had made quite a name for himself. He published a great work which was placed on display in the Royal Library of Kirrha.

The ideals of Chivalry were codified, allowing for the development of specialist horse-borne warriors known as Knights. The modernisation of the Delphian Army continued.

Works commenced on a trading post near Dostana, greatly pleasing the aristocrats.

An Inquisition was established at Soukotai. Their eyes turned toward their Dutch neighbours, but they bided their time because they knew the time of deliverance was at hand.

The New Apollonian farming community of Bromata migrated to the coast, where they joined with the brave fishermen who had created many maps of the Delphian western coastline over the years. With their combined expertise and cunning, they greatly increased food yields for the city and became so wealthy they were before long accepted into the aristocracy and gained themselves franchise in the Synedrian elections.

In a great coup for the Kingdom, Agent Ninurta managed to sneak out schematics of the Chinese marvel known as the printing press. The technology quickly proliferated throughout the kingdom. With the sudden burst of publishing of texts, much faster than books written by hand, many tomes are produced in the field of finance. Whether this will lead to increases in wealth is unsure for now, but forward thinking — and also greedy — folk think it must surely do so.

Traders from the Shoshone Federal Republic wanted to deal with the Kingdom, but they weren't willing to make anything resembling a fair deal and so left empty-handed.

New Apollonia grew and a new labouring neighbourhood was established.

An Artists' Guild was established in Kirrha, cementing that city as the cultural centre of the entire kingdom. Funding was being sought in the city for a new caravan, which was hoped to be ready to commence operations within three years.

A new farming neighbourhood was established at Dostana.

The Colosseum of Soukotai was finally completed and the people rejoiced. Works in the city now commenced on a university which was not expected to be completed in this term of government.

A Delphi Novan caravan returned from its trade mission to Shanghai and was swiftly sent forth on a much safer route to Te-Moak. This was the condition given for the commencement of hostilities with the Netherlands, however General Pompey strongly urged the government to consider pushing back the invasion by a few years to ensure his New Model Army was properly provisioned and assembled. It remained to be seen what the political leaders would do with this military request.

The Basileus had called the Fifth Synedrion into session to debate General Pompey's request to delay the war with the Dutch by a year or few.

The University of Dostana was completed. Works now commenced on a shrine for the faithful.

In the meantime the cities of Kirrha and Delphi Nova had continued to grow, and more of the "middle class" were emerging. A new neighbourhood named Kromos was established in the urban environs of the Kirrhan Artists' Guild, and the influence of the University of Delphi had bred a new class of "middle class" citizens: scholars. The new neighbourhood included many men who had studied at and who now worked at the university. These were an even more educated class than the artists. Some questioned whether this new "middle class" neighbourhood should be granted the vote as well, after the precedent set by gifting franchise to artistic middle class neighbourhoods. But that would be a matter for the government and the Synedrion. For now the newly established neighbourhood of Literos was only a hint at the potential of what change this new class of citizen would bring to the kingdom — and the world.

We the Chief Ministers trust General Pompey's judgement, and agree that the best option is to delay the war. None of our units have reached their destination at the border, although some of them are close, and we need the full extent of our army for a swift invasion.

Our proposal to the Synedrion and General Pompey is for the invasion be delayed until the units already at Soukotai aswell as the Siege Tower and Musketmen outside of Alexandropolis have reached the Delphian-Dutch border. The other three units can join the war efforts later as they get there.
 
Playing turns now. So that I don't have to wait for a day to continue, let it be known that in 208 Banking is researched. What now should the kingdom's scholars put their minds to?

Edit: Scratch that, it's getting late. I'll post an update now and await the Synedrion's response.

At long last, so many years after Old Apollonia had been founded, then razed, the rebuilt as New Apollonia, the Meldanian Highway finally joined the secessionist west to the rest of the kingdom. Now all corners of the kingdom could be reached in a relatively short period of time by wagon or horse.

In the capital, the Synedrion resolved in favour of their trusted general's advice. The war would be delayed.

A new caravan finally set off to Kirrha, bound for Dostana where it would collect foodstuffs in order to feed the growing cultural capital. The city administrators then turned their attentions to creating a great garden for the enjoyment of the city's inhabitants.

The shrine at Dostana was completed and works commenced on a workshop.

And then . . . War!

The General was most displeased. He had ordered troops to flank the Dutch city of Utrecht. The damned fool trebuchet operators had probed too closely to the Dutch border before the main Delphian army was in position. The Dutch had a defensive force stationed right before the trebuchet, and there was going to be no way to disguise their intentions now. He sighed resignedly, and gave the order to moblise the entire army toward the Dutch border. If he didn't push forward now, the Dutch would force Delphi's hand and possibly destroy the trebuchet by striking the first blow. He was most displeased at the stupidity of his field commander in the west. If he lost more men than he anticipated he was going to personally hunt down and punish that man for his failure. But now it was time for him to win another war.

The invasion of the Netherlands continued. The Dutch defenders could only field archers and axe-men. The axe-men were slaughtered, and the siege engines moved into position for the simultaneous double-siege of Utrecht and Rotterdam to commence forthwith.

The modern concept of banking was formally established and adopted by the Kingdom of Delphi. All that remained was for the Synedrion to authorise a bill providing direction and funding to the nation's leading research institutions for what they should undertake next.

We the Chief Ministers demand an investigation to be launched into why the scholars and wise thinkers of this Kingdom have decided to openly disobey direct orders from the Synedrion. The Research and Espionage Act adopted eight years ago specifically stated that the Kingdom's research efforts were to be invested into Astronomy first and then Banking. Who decided without the approval of the Basileus and his loyal Synedroi that Astronomy was not at all important, going straight for Banking instead?

There is no need authorising a bill for new research. If these scholars want to keep their positions they should get started on Astronomy right away.
 
The investigation yielded the following result: incompetence, not disobedience. Recommendation: immediately sack the chief scientists and seek replacements from the new cohort of scholars.

(i.e. I screwed up the research order. Sorry about that! I'll play the final two turns tomorrow night)

The Kingdom's research was put back on the correct footing as legislated. The government's head researchers were sacked for incompetence for going against the government and the Basileus's commands. This seemed harsh to some, but in earlier, less civilised times in the land of the Delphi such actions would have been rewarded with death.

The Dutch defenders lashed out at the Delphian besiegers, but defence seemed to be a hopeless, impossible task. The Delphi stood defiant and implacable. It looks as though the cities would fall within another few years of such relentless torment.

The Netherlands, in defiance at the Delphian Hellenist invasion, undertook a reformation of their Protestant beliefs. It would do them no good, though, for the Delphi sought to stamp out the Protestant holy city and relegate their heathen faith to the past.

There were celebrations and widespread awe in the Delphian capital with the completion at long last of the Sistine Chapel. The Kingdom of Delphi was rapidly making a name for itself as a bastion of culture and the arts.

The Delphi were also renowned for their arts of war. The Dutch city of Rotterdam had partaken in Delphi culture so much that it could not stand any longer. The walls crumbled, the defenders were scattered and killed, and the streets filled with corpses and panic as the invaders set the city ablaze, while soldiers looted as much as they could. The renowned workshop of Rotterdam was demolished by ardent Delphian supporters, and refugees attempted to flee every which way as their world burned. A nearby trade caravan was ambushed, its beasts and traders slain without mercy and their treasures plundered for the glory of the Kingdom of Delphi.

Only months later, while its fellow city burned, the Dutch city of Utrecht fell to the might of the Delphian New Model Army under the command of General Pompey. The city was taken with many civilian deaths, and despite finding some Dutch administrators willing to work with the invaders to try and hold the city together and protect their people during the conquest, the streets were full of rioting Dutch men and women, and civil disorder reigned supreme.

Within only a few short years the Dutch Archbishopric lay in tatters: two-thirds of its territory gobbled up by the mighty and now legendary Delphian war machine.

The way to Amsterdam now lay open, and the General planned his next moves.

What the Archbishop of the Netherlands was thinking now, one could only imagine. But it must have been evident and clear even to he that the days of his Archbishopric as a great power in the world were extremely limited.

Meanwhile, back in the Delphian city of Dostana, with no government directives to the contrary, a new scholarly neighbourhood was established near the local university.

In the capital there was a feeling of jubilant exultation and exhilaration. True, many kind-hearted Delphians were horrified by the cruelty inflicted upon the Dutch cities, but they were in the minority. The future seemed bright: Delphi had conquered the Kingdom of Siam, and had conquered most of the Dutch Archbishopric with only minor loss of Delphian life — in fact casualties had been kept to such a minimum that the General had not had to personally punish the inept field commander who had precipitated the premature war.

There was a feeling that the Kingdom was unstoppable, pushing new heights in both territory conquered and culture achieved.

With Synedrian elections only months away, it was uncertain as to whether the security situation in Utrecht would be stable enough to allow the poll to take place in that city.

This is an entrée for now. Hope to get the rest of the electoral data out either tonight or tomorrow. Note that the Synedrion has not yet been dissolved by the Basileus and the election campaign period has not commenced yet.
 
The southern Netherlands have fallen in our hands while our own losses are close to none. This truly shows that Delphi has the gods on our side and we are blessed with the strategical genius that is General Pompey. To commemorate his skills and great service we the Chief Ministers would like to propose to the Synedrion and the Basileus that Pompey be awarded the title Protostrategos, First General of the Delphian Army, as he marches our forces towards the heathen capital of Amsterdam.
