He is bluffing, mate. Never seen him building a single Transport. Even if he has one, he has no stacks. He cannot even surf the Web, yet alone Atlantic Ocean ! He would attack me next door without any Transports, if he had any numbers. Everything Knoedel says -- take it with a grain of salt, pepper, and whatever the national spices are in Kazakhstan.

Researching new technology boosts you score too, so don't complain about Research Institutes, they actually very useful, even overpowered UB for modern era. I would trade my expired Citadels with you at any minute!

I voted no to Emanicipation but it was a lack-of-sleep problem. In my head I read it as "Universal Sufferage" for some reason and hated the idea of losing my bonus 3 beakers per specialist... luckily Iraq's vote didn't matter and we were in Emancipation anyway
