    Declaration of Independence by the National Congress of California

    The National Congress of California hereby declares the complete independence from the New Spanish despots. Their unrightful rule was forces up on California with the Bajonet and with the Bajonet it shall be removed. The Californian Army has taken up position along the Colorado and shall repel any attempts to subdue Californias freedom. The Californian Congress declares California a free nation of free people, a people that shall never again be supressed by maniac despots and their armies.

    The Congress also declares that this is not a declaration of aggression against any other Hispanic dominions or the Entente. California still wishes for friendship and cooperation with members and dominions of the Entente and hopes that all nations accept this offer of friendship. We will however resist and fight New Spains tyranny until they have recognized Californias freedom. California also calls upon its friends to assist us in this struggle for freedom.

    For Freedom, Liberty and the Pursuit of Happiness. For the National Californian Republic.

    The provincial governor-general of Canada, Charles-Emile Trudeau, on behalf of our Belle Province, congratulates the Republic of California for its peaceful succession from the tyranny and religious delusions of the New Spanish government. We also recognize the wisdom of the New Spanish in abandoning its tactics of intimidation and threats and recognizing Californian independence without violence.

    The New Spanish government announces the creation of a new merit of honor to be bestowed upon leaders of exemplary character and service. This new merit, to be immediately bestowed firstly upon King Amadeo II, and secondly upon Viceroy Alfonso Luís de Carvajal, shall be known as Protector de Los Negros, an honor meant to acknowledge the righteous, noble character of those political leaders of New Spain who have sought to restitute and defend the rights of the black peoples of North America, whose long and troubled past contending with the vicious character of commercialism has been marked by the constant renewal of efforts to restore them to the yoke of corrupt, decadent bosses. The Protector de Los Negros strikes a blow against injustice, makes Friends with all of God's children, and serves as a symbol of New Spain's benevolent nature.

    Nothing makes this appointment more just than the self-evident cruelties promulgated by that nest of scorpions in Atlanta, who have already set about restoring the institution of black slavery in all but name. It is only too appropriate that Dixie's greatest enemy is also the greatest friend of those who chafe under its yoke!

    Nothing is more certainly written in the Book of Faith than that these people shall be free!

    The Union Jack symbolizes Britishness, the wavy lines represent the ocean, the leaves represent trees, the Union Jack represents Britishness, the sun represents the Empire upon which it doesn't set, the crown represents her Imperial Majesty, Queen of the United Kingdoms (in exile) and its Dominions and Empress of India, and the Union Jack also represents Britishness. Also some line that folks interpret as being about the empire never fading but is secretly about how pretty it is here. Also the Union Jack.

    The historical flag of the Viceroyalty of New Spain is the Cross of Burgundy:

    This flag, long associated with the wider Spanish Empire, proved to be the most persistent symbol of civil authority in the realm, even as the official New Spanish standard trudged onwards languorously.

    However, as the 19th century went on, the imperial flag found itself far more prevalent in New Spain than the official standard. While the official standard did adorn state property and the viceroy's palace, always above it - and waving from every imperial edifice and military installation, which far outnumbered the paltry post offices - was the imperial flag, the Cross of Burgundy.

    With the fall of the Spanish monarchy to rebels and the crowning of a new monarch of the house of Savoy, the old coat of arms was brought back:

    with its somber imagery, summoning memories of the homeland. However, not an official flag of state. The government of New Spain, assuming the role as the new imperial center, adopted the imperial flag as its own directly. Thus did the old Viceroyalty flag fall by the wayside, and the Cross of Burgundy remained the symbol of the state.

    However, the unique character of New Spain, especially as compared to the Homeland and the rest of the Empire, led to calls for a unique flag, separate from the Imperial one, but also not the old Viceroyalty flag. As the Imperial flag is the symbol of the entire empire, it can't serve as a special indication of New Spain's unique character, beyond merely identifying its place in the empire.

    SO, cumulating over a very old and treasured myth about the civic foundations of New Spanish society, a symbol was revived from the story of the founding of Tenochtitlan. Legend had it that the Aztec settlers of ages yore spotted an eagle devouring a snake while perched upon a cactus, and its presence there was a good omen that this was the place the Aztecs should settle. And so they built their city on this promised land, and that city, today, is Mexico City, the beloved jewel of the proud people of New Spain.

    The new flag they commissioned would combine the imperial flag and this unique imagery, so that all over the world may recognize New Spain, and pay it the respect it deserves.

    Fun with Flags!



    Spoiler New Engand Flag :

    The New English Flag was originally my first choice for most hideous flag. It combines the Union Jack, an eyesore of a design, in the canton above a series of horizontal red and white stripes. Then the right half of the flag works with a completely different pattern, including a shield containing the St. George's Cross (which already shows up in the Union Jack) with a pine tree, because that's the only unique thing about New England. Really it's on par with historical Anglo flags, which tend to be tasteless abominations.

    The Nova Afrikan Flag is a fairly safe three color fess. I'm not a fan of the color scheme however: the black in the center is going to make it difficult to pick out from a distance. There's also not a lot tying it into TTL's Nova Afrika, as it's the historical pan african flag.

    As I've pointed out, Anglo flags are all hideous monstrosities. The red and white horizontal stripes are an eyesore and the USSA flag is designed in the same vein. The inclusion of the gear and three stars is nice, albeit red on blue doesn't show up too well. And why do we have 13 stripes when all of New England is still British? OTOH historical revolutionary flags were usually terrible.

    The only thing I would ding this on is the halving of the flag: the color scheme is nice, the fleur and beaver make it clear we're talking about french Canada. The beaver even looks a little bit like the great lakes.

    The Icarian Flag is an eagle-thingy (or is it hawk?) on a French tricolor. The background of the seal in the center mixes poorly with the colors of the flag itself, however. This also takes a hit for the inclusion of the revolutionary tricolor, but not too terrible since I haven't been terribly clear that this France avoided the revolution.

    Spoiler American Republic Flag :

    The American Flag is exactly what you would expect: the OTL USA flag with fewer stars. But shouldn't there be fewer stripes, since not all states seceded? And the number of stars is funky: the American Republic only controls between 10-11 historical states (depending on if we count West Virginia). I can see them keeping Mississippi if they don't recognize Nova Afrika but I'm still ehhhhh. Also Anglo design, hideous, etc etc

    Spoiler California Flag :

    The flag of California features, of course, a bear. But it's not just a retread of the historical bear flag: the color scheme is cleaned up to red-white-blue, it's now a proper fess, and there's some stars. This flag is instantly recognizable from a distance (as long as we don't put it next to the Austrian flag). But, what do the stars mean?

    Context: 7/10

    The last of the hideous Anglo flags, this essentially is a seal in the middle of the British Union Jack, an arrangement made all the more awkward because the seal includes a Union Jack.

    Spoiler New Spain Flag :

    Crezth provides background for the flag, which honestly is just slapping the Mexican Eagle onto the Burgundian Cross. This particular eagle is hideous however and the center of the flag is just too busy: he's eating a snake, standing on a cactus, which appears to be growing out of a cutting board sitting in blue jello. And then there's some asymmetrical laurels under all of that.

    New rules so you can save money by upgrading your designs.

    Spoiler Upgrading Designs :

    Existing designs may be upgraded, for additional cost. A nation licensed to produce a design may modify the design by adding one or more design points: this produces a new design with a new cost. Design points may be added with an escalating cost, with the first point costing 15 EP, the second 20 EP, and so on, increasing by 5 EP for each point. These variant designs do not provide a design bonus to the designer and the total number of design points cannot be increased beyond Military Quality + Design Bonus. Upgraded designs may be further upgraded, with the cost counted by the changes from the base design.


    Our contest for Update 3, which will be closed sometime after Update 3 is posted, is focused on the Founding Fathers of your nations. Early leaders like Thomas Jefferson, Antonio Lopez de Santa Anna, and Louis Riel had an important impact on the early formation of the very sense of nationhood for better or worse. But in this timeline we're looking at a very different North America, with very different peoples and nations. Tell me about one of the Founding Fathers of your state, living or dead, and their impact on the continent.

    The Armed Forces of the Californian Republic

    California is still one of the youngest nations of North America and so are its armed forces. Born out of settlers militias, Californias army proudly sees itself as protectors of the people, an army of (white) people to protect the (mostly white) people. The core and oldest branch of the military are the Californian Rangers.

    Before what is today known as the California Gold Rush, Californias hispanic population was small, less then 100 000 souls spread out across villages, farms and little towns. In difference to their cousins south in New Spain, where private ownership of arms was heavily regulated, here free acsess to fire arms was a necessity for survival. From these bands of armed men would form the very first militias of California. Then when Gold was found, the situation changed.

    Within months, tens of thousands and within years hundreds of thousands of people flooded California, until then still officially part of New Spain. They integrated fine and after the Gold veins were exhausted, either left for their homes or stayed in California. The wealth that had been found now called for a better defense. Although the tribes of the planes still resisted french and english treks of settlers, some still took the hard overland route to California and not all of them were peaceful. Bands of armed Frenchmen, some even supported by native warbands, flooded into California, which in their eyes was a massive, undefended gold nugget waiting for the taking.

    With no New Spanish assistance in sight, the Californias sought to deal with this on their own. This was the birth of what is today known as the Congress of California, the first meeting of representative from all of California. There, a young man, Diego Vega, son of one of the oldest familis, volunteered to lead to a force to defend California against these invaders and marauders. Few believed he had a chance, but still he was allowed to form his militia. Only a dozen man volunteered to follow him and nobody believed he would make it.

    But, Vega did, more than anybody expected. During their first battle, his tiny force killed 12 marauders, captured ten and caused the remaining 30 to run. Beeing an excellent marksman and born in California, Vega knew the land and he knew the gun. With his money he had equipped the militia with best weapons money could get you. Relying on thie horses, camoflage and superior marksmanship, they decimated the unorganised band of marauders and were called heroes.

    Soon more volunteers joiend them and their methods were refined and improved. Even Congress finally gave him more funds and soon, his Rangers were over 200 strong and battle hardened. However, their greatest trial would follow soon. Beeing hurt and made a fool by Vega and his men, the marauders and warbands banded together, over 1000 men strong and ready to flood into California. But now, they were no longer out for Gold, no they wanted revenge and their target was the city of Los Angeles. They knew that Vega and his men could not allow them to reach the city.

    And so, in deserts of the Mojave, the marauder host was met by the "Californian Rangers" and for some time it seemed that the Rangers would fall. But, when they were about to be overrun, Vega, sabre in one hand, revolver in the other, lead his Rangers in a counter attack, shocking the marauders and causing them to rout. The battle was won and for three days the Rangers gave chase, catching most marauders and either killing or chasing of the tribal warriors.

    Many say that the men of the Congress are Californias founding fathers, that they shaped and created the Californias we know today. But everybody agrees that Diego Vega, although not a politician, but merely a humble soldier serving his homeland, was just as much a founding father as any man of Congress.

    To this day the Rangers, today an almost 10 000 men strong volunteer force, proudly call themselves "Vegas" in remembrance of their founder and still wear his trademark brimmed hat. Additionally (at least during patrol in the deserts) they were long dust coats and light cloths. During frontline duty the hat is usually left of the head and replaced with a helmet, but Rangers can still be recognized by their light, but high quality gear.


    Expensive, but also reliable and of high quality, the hand-made Mannlicher-Schönauer rifles have been the Rangers main weapon for the last two decades. While the outbreak of the war caused troubles, since it cut off any supplies from Austria, several smaller Californian gunsmiths have (without an official license) began to supply the Rangers with parts, ammunition and maintenance for these weapons. Every Ranger is, once training is completed, given his personal rifle and, unless the rifle gets destroyed during combat, is expected to keep the rifle throughout his service. Many retired Rangers also keep their rifles.


    Today the Rangers are an elite recon, cavallery and light infantry force tasked with patrolling the vast border regions of California and providing recon to the Regulars. Every ranger is a marksman, every ranger is a horseman and every Ranger is a scout. However with the horrors of the Great War and the advent of mechanization, many start to question how viable the Ranger Corps is today.

    Diego Vega himself would never enter politics, but remain commander of the Rangers for decades to come. His popularity is unmatched by any other public person in Californias histoty and only after an incident that cost him both and arm and a leg in 1902, would the by then ancient man stop serving, to retire to his private Ranch. His Morals and bravery are until this day the beacon Californias people.


    The second and largest part of the Californian Armed forces are the Regulars or Army. Formed after the creation of the Viceroyalty of California, they were a relatively small force of volunteers, meant to reinforce the Rangers with heavy firepower if necessary or garrison forts and strategic locations. This approach had to change once the Great War came and, while Californias contributions were small to the war, California did introduce universalt conscription, to be prepared for the worse.
    Today the Regulars are a typical modern, spanish style force. Well trained and supplies, lead by generally competent officers, but also lacking in heavy guns, motorization and, in Californias case, experience. The greatest feature of the Californian regulars is their morale.


    Short yet precise and reliable, the compact Caracno carabine is respected by the troopers of the Californian Army. The Carcano has a love/hate relationship with the troops. They love its lightness and its reliability, but they hate its stiff action. Similiar to the Rangers, the Army lost its supply from Europe, but thanks to the Caracnos simple construction, Californian companies could easily provide new rifles, ammunition, spare parts and maintenance.

    Just like their Ranger brothers, the Regulars see themselves as guardians and protectors of the people, they are the shield protecting the people from threats. Having had relatively little experience in the Great War, Californian officers and soldiers still ahve a relatively innocent look at war, although with the war in south raging, that is changing.
    During the Great War, California send a single division to serve in Italy, which had a several Ranger companies at its core. While it fought gallantly, Calfornias main contributions to the war were money and supplies. Although, with the increased conflict on the continent and the recent declaration of independence, Congress has agreed on a expansion of forces and several alrge scale manouvers to improve the general quality of troops and leadership.

    The Californian Air Force, while a seperate branch, is tiny at best. At the moment its composed of a handful of planes, each of different design and origin, barely enough to train pilots and a nightmare to supply. However, Califonias small industry seems to get ready to supply some more modern equipment.

    The last branch is the Navy. Lacking any Capital ships, the Californian Navy is mostly composed of destroyers, a handful of older and newer cruiser and numerous gun and torpedo boats. They are proud, they are well trained and dsiciplined, but are also painfully aware of the limitations their navy has. Some of the more junior officers have, since the declaration of independence, argue that California should seek closer ties with Imperial Japan to gain acsess to their naval technology, but neither High Command nor Congress show much interest in that.

    Three minor rules changes.

    1) After some consideration I've removed the requirement that new designs need to be field-tested before you get the design bonus: we can assume that proper field testing is part of the design and production process. This applies retroactively to New England's Bulldogs.

    2) Upgrading designs now has a flat 15 EP cost per point.

    3) I'm also adding a section on demobilization i.e. recouping costs by disbanding military units. You regain 50% of the EP spent.

    1. Hostilities between the Provinces of the Concordat des Franco-Américaines and Texas and the New Spanish and Nova Africans will cease immediately.
    2. Texas shall cede territory west of the Colorado river and south of the 32nd parallel to New Spain.
    3. Nova Afrika shall cede a 10km^2 territory on the border of Louisiana and centered on Vicksburg to Louisiana.
    4. Nova Afrika shall cede a 10km^2 territory in its most north-western reaches and bordering Louisiana and the American Republic city of Memphis to Louisiana.
    5. Nova Afrika shall allow armed forces of the Provinces of the Concordat des Franco-Américaines territorial access to its lands for a period of no more than 2 years for the express purpose of maintaining order and for making a safe and ordered withdrawal to their territories.
    6. New Spain and Nova Afrika acknowledge the territorial integrity and sovereign independence of the nation of Texas.
    7. New Spain and Nova Afrika acknowledges the territorial integrity and sovereign independence of the nation of Frontier, Icaria, Louisiana, Illinois, and Canada.
    8. The Provinces of the Concordat des Franco-Américaines acknowledge the territorial integrity and sovereign independence of New Spain and Novo Afrika.
    9. All signatories acknowledge the sovereign independence and right of existence of the nation of Seminole.
