NAACP FOUNDED IN USA. Washington D.C., USA. In late October, the National Association for the Advancment of Colored People was founded by W.E.B. Dubois, creating an organization for the growth of tolerance and for growing political rights for minorities in the United States. The USA has recieved international acclaim for President Roosevelt's support of the new organization, the immigration from Europe has gone up to an all time high percentage. MEXICO ERUPTS IN WAKE OF ELECTION FRAUD. Mexico City, Mexico. Democratic opposition forces under Francisco Madero have risen in revolt against the current regime in the aftermath of the publicization of information proving fraud in the 1909 election. Military forces have also rebelled, and forces of the previous government are holed up in Vera Cruz. (+10% Dissent for Mexico)
South America News Report
AMERICAN ACCORD ESTABLISHED. Buenos Aires, Argentina. The soveriegn nations of Peru and Argentina have established a full political and economic alliance termed the American Accord. Led in diplomatic effort by the government of Argentina, the Accord has been established to safegaurd interests in South America. Though the offer was condemned by leaders of other South and Central American nations, particularly Nicaragua and Chile, the alliance is said to still be under consideration by both the United States of America and the Republic of Bolivia. MUSLIMS REBEL IN GREECE. Tirana, Albania. With the growing absolutism and intolerance from the increasingly conservative Orthodox Church of Greece, the Muslims of Albania have risen up under radical Iman Mohammed al-Banya, who preaches a policy of pan-Islam in accordance to the beliefs of Dar-al-Islam. Islamic groups from Arabia have already recognized the provisional theocratic government of Albania in face of Greek oppression.
FIRST COMMERICAL ZEPPLIN FLIGHT A SUCCESS. Berlin, Germany. After much expirimenting and development the first passenger flight of a zepplin has taken place between the cities of Hamburg and Berlin. Elements of the German military have reccommended developing a version of the zepplin for use in the army. One tactic published in a German military magazine suggests use of zepplins for the bombing of cities and large formations in wartime. German war leaders have proclaimed: "The skies have been opened to the fire of war."
COMMUNIST RIOTS HIT EUROPE. In response to the recent Council of Nations resolutions in debate in Geneva, communists around Europe have risen in near open rebellion. Cities in Italy, France, Germany, Portugal, Eire, and especially Spain have erupted in revolt. In Spain, the recent major defeat in the Philippenes has led to a full scale uprising against the republican government, threatening a descent into civil war. SLAVIC ALLIANCE RESIGNED. St. Petersburg, Holy Russian Empire. The Tsar of Russia and king of Serbia have once more signed their traditional Slavic alliance. Other nations in the Balkans, particular Greece and Bulgaria were threatened by tsarist efforts to pull them into Russian orbit as well. Despite initial failures, the recent Islamic rebellion in Albania could yet force Greek entry into the current Slavic Alliance.

LIBERIAN ELECTION HELD. Monrovia, Liberia. Ronald Odgis, CEO of the Euripus Company, an iron and steel monopoly corporation in Liberia and western Africa, has been elected to the position of President of Liberia. As a member of the True Whig Party, Odgis has helped privatize the Liberian police force as well as the National Transit Authority. In his reduction of beaucracy, he has created some more unemployment for the sake of efficiency, causing dissatisfaction to rise with the government, as well as supporting many claims of the minor Union Party, the consolidated union, quasi-communist party of Liberia. GEORGE V ESTABLISHES INDIAN PARLIAMENT. New Delhi, Indian Empire. Following the Indian Riots of 1908, the English government has spent much time debating methods to more efficiently integrate the refugees of Britian and the Empire with Indian society. In a movement to make this happen, Parliament has been reformed in India. Consisting both of a new House of Commons and a House of Lords, the new Parliament was opened as of February 12 by the King. One of Parliament's first actions was to cut back on military spending and to increase the growth of private business within the Empire. (-5% Dissent, Global Opinion goes to Neutral)
WAR IN THE PHILIPPENES. Tokyo, Nipponese Empire. With Spanish reluctance for the sale of the Philippenes to the Empire of the Rising Sun, Japanese army and naval forces attacked the Spanish military in the Pacific Ocean chain of islands. The Japanese campaign was ruthless and swift. After brutal campaigns on Luzon and Davao, the minor Spanish garrison was forced to surrender after a tough battle at Correigor Fortress. In response to the Japanese occupation of the islands, the Spanish Navy was dispatched to reclaim Spanish possessions in the Pacific. At the battle of Sarawak off the island of Borneo, the Japanese fleet met and destroyed the Spanish navy. The modern techniques and equipment of the Japanese fleet laid waste to the obsolent Spanish armada, fueling fears of a communist rebellion in the tattered nation. The Spanish government has under duress accepted the Japanese claims on the Phillippenes and as of November 12, 1910, the Phillippenes has been formally annexed by the Nipponese Empire.

Council of Nations News Report
A multitude of Resolutions have been passed and several failed throughout 1910 in heated debate in the Council of Nations. Several measures include efforts to regulate warfare as well as work against growth of communism in Europe and across the world. Most of the resolutions have failed or have come close to failing.
