Truth is something that is already known and self-evident,it is a lonely place.Harmony is a sense of security of knowing that you are not alone but you can't be sure if it is infallible.
I knew that was coming. However if you feel harmony naturally flows from truth (personally I'm not so sure) you should vote truth (since it comes first)

Harmony can be made. Truth cannot. I keep moving until I find truth, then settle down there and make harmony.
But I believe it would give more harmony than telling the truth would. For instance, if I told my Boss the truth, (ie I'm tired of doing your work and you recieving the benefit) would that provide me with more harmony than simply keeping my head down and looking to resolve the situation in another way?
I don't think that it would.
There are many other social situations I can think of whereas telling the absolute truth would never result in more harmony than retaining the status quo would.
Perhaps avoiding the 'absolute truth' but instead settling on a more watered down version would result in harmony. Albeit a watered down 'harmony'.
