Well i worked out what is going on that is odd, its when you select 'historic resources'

The xml specifies requested resources of 2 iron (2 for the entire british isles is bizarre lol), fur??, whale (which appears off the coast in a place no city will reach), silver (doesnt appear?) and some coal.
It seems when you specify historic resources the game decides there no need for any more stuff so you start with fur as the sole luxury reachable and if your lucky you get a fish as the sole food bonus. The british start seems to be defined as a big square with lots of water involved for placement.
It makes a pretty horrid start for england really compared to the other civs ive tried (i tried a game as russia and germany and india and it was crazily nice), but i guess thats part of the challenge and im probably the only one playing the smaller maps...everyone likes the giant ones
If you turn historic resources off then you get a playable game- personally id remove the requested resource of fur as it has no real historical context, fur is just generic for most civs. Requesting whale is pointless as its in a place sensibly placed cities wont reach
At the end of the day ill play someone else, thanks again for taking the time to make this mod - i love scenarios much much more than random maps and its modders like the maker of this one that keep me playing.
