[GS] Uhh... is this normal?

I’m currently playing on the East Asia map, which is a standard sized map on Prince.

We’re in the future age, so every Civ ( and me of course ) has the tech for offshore wind farms. I was just scrolling the map looking around and I noticed Khmer had a lot of those offshore wind farms... when I say “a lot” I mean that I counted 72 offshore wind farms... 72 freaking wind farms!! And this was only for the Khmer.

I mean, does this usually happen when civs have access to water and the technology for offshore wind farms?
 
Probably. Once I get the techs, the game always suggests building the power tile improvements with preference over anything else (with some exceptions for seasteads) and I guess the AI follows those suggestions without exception, hence the windfarm spam.

Yeah, they will suggest Seasteads on ocean tiles, because you can only build offshore farms on coast tiles.

When that's said, spamming offshore farms is not the worst thing you can do, because they just occupy generally low-value tiles. But it's really a nuisance that the AI will also place onland wind and solar farms on every single available tile, because they game is programmed to think of that as the best option, no matter what the power demand actually is. That is just lazy programming.
 
I guess they wanted to make very, very sure the AI wouldn't be mass polluters till the end of times. That would be very frustrating for players that actively want to save the planet.
 
Are you sure they are wind farms?
Maybe they are trying to counteract the earths spin slowing down with some propellers?
Or maybe if they put them on both sides of the earth they think they can move our orbit to counteract global warming that way?
It is normal to see spam of some type so am not surprised.
 
What I wonder though is, what causes the AI to actually train builders and make those wind farms? I mean, in most of my games (on King), the AI hardly builds any improvements at all. I recently captured Alexander's most advanced city around turn 250 and - I kid you not! - it had one single improved tile, and some districts. Most of the luxuries in his territory remained unimproved. And this is not an exception. I guess the AI stops improving luxuries once it gets the amenity from the first one (?). Why though would it pass on the extra food/production/gold from additional improved luxuries, and at the same time be programmed to spam wind farms beyond what is actually necessary to support the energy demands of its cities?

There was time when AI used to cover most of their land in farms. The devs must have tweaked some numbers, so AI build less farms and less of everything else now, except for their unique improvements which they spam, until they reach modern eras, and then they cover every free inch of land in solar farms, and every coast tile in offshore wind farms.
