Last week Napoleon I died of natural causes in his sleep. Luckily, he had written a will, which having recently come to light, conferred upon Jacques Tourdelafontainousaintclairedupond, Napoleon's trusted advisor, the title of NAPOLEON II and with it the reins of the French Empire.
A funeral is planned for this Monday, to which representatives from all Nations on Earth are invited.
Meanwhile, Napoleon II lost no time in catching up on foreign policy and domestic issues....

PROCLAMATION ON THE AMERICAN CRISIS
France will remain utterly neutral in any and all American conflicts. France does NOT endorse or support, NOR does she condemn, any attempts by European powers to interfere in American matters.
Moreover, France hereby declares the Bay of Biscay, otherwise known as Sea H, utterly belonging to European nations, and any American fleets in these waters will be met with UNCONDITIONAL WAR by France.
In addition, France WILL support the European side of any war between Europe and America, IF and ONLY if the war was precipitated by American fleets appearing in A or H. Otherwise, France will remain neutral until terms stated above.

France has gained intelligences of 900 Pirates with 50 Ships who are now anchored in Hawaii.
Since the Sioux and the other American nations are obviously inept to deal with this threat, France sees it as the prerogative of Europe to deal with the Pirates before the threat grows too large.
In so dealing with the Pirates, we can establish a greater brotherhood between our nations, also gaining and splitting fairly any SPOILS OF WAR which we take from the Pirates including plenty of BURIED GOLD which we hear they are hiding.
Of course, we would NOT seize Hawaii or any other American land.
France proposes that each European nation who wishes to, can deposit gold in a PIRATE FUND. This would be spent on outfitting ships with cargoes of armies, to be sent to Hawaii.
The armies and ships thus built would begin in 16, the Spanish capital. They would not belong to ANY nation but be controlled by UKNEMESIS.
The route of the Anti-Pirate Squad, once a sufficient force is recruited, would be by HSUYX, to Hawaii. On the way it would deal with any and all Pirates.
The money gained in Spoil of War by the fleet would be split equally among the nations in proportion to the amount they contributed. In other words, contributing twice as much money gains you twice as much of the spoils.
FRANCE WILL CONTRIBUTE AT LEAST 10 GOLD TO THIS FUND, if other European nations are willing.

By the way, Britain, please explain the presence of your fleets in H NOW!!! If they were going to America they should go by A, NOT H!!! Therefore remove them now either West or North. The French people are not comfortable with foreign fleets in the Bay of Biscay.

The fleets in H were on their way to Libya, to pick up troops to head towards America for support, but in the case of the U.S. not wanting European help all of a sudden, the flets will return home. I am angered, however, on the expolsion of British fleets from French waters, no matter the cause.

You should thanks the USA that they asked Britain and me not to intervene other there. But I already urge you to give back the province 28 or at least to pay reparations to them. They spent 15 G for a barracks that you now own. I think that paying back the barracks is a minimum. This case is a dirty mark on the NAU cohesion and you must end it as soon as possible.

Now especially that the seas are more important with pirates running wild, France has some declarations to make about her four Seas. Those are, the Gulf of Lyons, the Bay of Biscay, the English Channel, and the North Sea.
1. GULF DE LYONS
No French fleets will patrol this sea. Since neither Libyan nor Spanish fleets need to go through here to reach their Italian colonies, I don't think any other nation needs to enter this sea either. So, can we declare it a DMZ (De-Militarized Zone) for Spain/France/Libya?
2. BAY DE BISCAY
Two French fleets shall patrol this sea to prevent pirate invasion. This is absolutely necessary to secure French lands from Blackbeard.
3. ENGLISH CHANNEL
Eight years ago my predecessor Napoleon I signed a DMZ with King William of England, assuring that this sea would forever remain empty. Since then England has violated the treaty seven years in a row, keeping multiple fleets in the Channel, and at one point declaring it null and void.
France has never thus far violated the treaty.
Fleets capable of bearing twenty armies are now floating in the English Channel. The English Channel is accessible ONLY to France and England. ONLY FRANCE would or could use the Channel to invade England. Spain would use the Atlantic, Germany, Russia, and Sweden would use the North Sea.
Therefore, given that we are allies and have every possible tie between our nations, there is no point in keeping FIVE FLEETS in the English Channel. It only raises suspicions in the minds of foolish French people that you are about to invade, and I tell you I am at the greatest pains to squash these rumors each year.
So, would you like to re-sign our DMZ which makes the English Channel empty again, and send your fleets where they are most needed? In other words, to the coasts of nations who do NOT have MPP with you and WOULD have a snowball's chance in Hades of attacking you?
Anyway, if you do not sign the DMZ, then I must keep two fleets in the English Channel with orders to patrol the French Coast. My deepest regrets if you think I am trodding on English land/sea, but it is a necessity.

The fleets in these two, VERY improtant sea are to be there as a back up, and is the closest sea that, one borders it and the Atlantic to keep out Pirates, one borders an old rival, Sweden and a coldwar enemy Russia, from any sort of invasion. You, my friend am not a worry to me, since we are on the peacefulest terms. You cannot demilitarize all of the seas that surround your nation, because it is important to other nations, like myself. The English channel will still be occupied by English ships, but you my friend, are welcome to pass through anytime. Any other nation, however, will be sunk without notice. I will, however, lighten up the security.

So the Sioux have 15 gold to spend, the USA has 12.

Also, UK, a question: about how many troops would it take to defeat a militia all alone? How many a capital militia all alone? Because I don't know if the threats I'm seeing are REAL threats or not!

OK, since the SUPERNES is going to use mostly rules from UKNES I/II, I thought I'd just post a little preview here. I'm not that good at making maps, so if you have a suggestion, just speak up! Especially Jason and UK because your maps have been wild successes 
So far I have the outline and the seas done. Each little red dot represents the starting point of one of the nations. The map is shrunk down a lot to conserve space on the Civ-server and on the thread - it's really much bigger, about twice as big as UKNESII Europe map.

Looks decent to me . . . You might want to get a little more of the Asian continent though. About how mant Provinces are you thinking? You might want to look at the Western Expansion to Avalon Hills Advanced Civ and see if there is a version Online somewhere.
