Now especially that the seas are more important with pirates running wild, France has some declarations to make about her four Seas. Those are, the Gulf of Lyons, the Bay of Biscay, the English Channel, and the North Sea.
1. GULF DE LYONS
No French fleets will patrol this sea. Since neither Libyan nor Spanish fleets need to go through here to reach their Italian colonies, I don't think any other nation needs to enter this sea either. So, can we declare it a DMZ (De-Militarized Zone) for Spain/France/Libya?
2. BAY DE BISCAY
Two French fleets shall patrol this sea to prevent pirate invasion. This is absolutely necessary to secure French lands from Blackbeard.
3. ENGLISH CHANNEL
Eight years ago my predecessor Napoleon I signed a DMZ with King William of England, assuring that this sea would forever remain empty. Since then England has violated the treaty seven years in a row, keeping multiple fleets in the Channel, and at one point declaring it null and void.
France has never thus far violated the treaty.
Fleets capable of bearing twenty armies are now floating in the English Channel. The English Channel is accessible ONLY to France and England. ONLY FRANCE would or could use the Channel to invade England. Spain would use the Atlantic, Germany, Russia, and Sweden would use the North Sea.
Therefore, given that we are allies and have every possible tie between our nations, there is no point in keeping FIVE FLEETS in the English Channel. It only raises suspicions in the minds of foolish French people that you are about to invade, and I tell you I am at the greatest pains to squash these rumors each year.
So, would you like to re-sign our DMZ which makes the English Channel empty again, and send your fleets where they are most needed? In other words, to the coasts of nations who do NOT have MPP with you and WOULD have a snowball's chance in Hades of attacking you?
Anyway, if you do not sign the DMZ, then I must keep two fleets in the English Channel with orders to patrol the French Coast. My deepest regrets if you think I am trodding on English land/sea, but it is a necessity.
4. SEA DU NORD
No French fleets will be patrolling this coast.
