Unable to steal/capture AI or CS workers & settlers with Scout

The last couple times I've tried stealing a worker or settler from either a CS or an AI civ with my Scout it hasn't worked -- I get the popup asking if I want to declare war and say YES, after which my Scout moves onto the same tile as the worker or settler I'm trying to take...

but then nothing happens, the worker or settler stays belonging to its original owner.

I searched a bit and through the changelog but couldn't find any mention of this as an intentional change. Is this what's supposed to happen or should I report it as a possible bug?

Scouts can't capture.

This applies to all units. I have run into this problem before when I wanted to destroy a religious unit or settler entering my territory. The pop up allows you to declare war, but then your unit moves on top of the one you want to destroy, often allowing it to escape. You need to declare war first via the diplomacy panel before moving your unit.
 
Yeah, it is sorta a bug, the DoW pop-up shows after the movement on a tile was made.

ahhh... yeah I just tried it again with a Spearman trying to take a Worker from a CS and had the same problem. You're saying that if I declare war *first* and then move my unit onto the worker/settler then it will capture it successfully? That's good to know, I'll give that a try.

turns out scouts can capture workers, just had to declare war before moving them into the tile containing the worker. (Just tested this successfully in latest version) Easy enough to work around, so hooray! :)
