The pasture production aspect also isn't all that great since it's not like the whole map is littered with livestock. Heck, you could get the same effect and more by just building a stable. Yes, it does provide a good cash flow. But one city is not going to be able to provide enough lux OR strategic resources to sustain a good empire IMO, nor can it build enough military units in time to wage any good war.
