16. Indonesia - Kampung [29+1=30] To me, it's hard to pick between this, the Mekewap, and Outback Station as the best improvements in the game. I give the edge to the Kampung because other than fisheries, there aren't any really great ways to take advantage of coastal tiles. Sure you can build docks and water parks, but that only helps with two tiles.

23. Mongolia - Ordu [14-3=11] I like the Ordu. I really do. But the only true advantage it has over the Stable is that +1 movement. It's powerful-ish, but not interesting enough for me to consider the strongest here.

Dutch - Polder [21] (24-3) --- Well, it was between the Ordu's +1 movement and this. +4 gold at civil engineering sounds nice, but I tend to be rolling in gold by then and also avoid civil engineering as it obsoletes (edit: can no longer build) battering rams (and you never know when you might need one). +2 food and +1 production for each adjacent polder @ replacable parts also sounds like a boon, but for those of us who are wide play and/or cavalry fanatics (ie. don't use many melee class units), replaceable parts is a negative as it will net you unwanted population that will suck up your amenities. That leaves the following:

23. Mongolia - Ordu [2-3=ELIMINATED] Mongolia is one of my favorite civilizations, and this building is a part of the reason. Blitzkrieg across the map with your horsies and win. Really nice to have but not required. Still, I do recognize its time has come, so this horse is being sent to the glue factory.

Dutch - Polder [21+1=22] No, battering rams are not obsolete at Civil engineering (at least not in Rise and Fall) despite what an above post says, they aren't even obsolete when you discover steel, only when the AI discovers steel. These are fun. That's enough reason to upvote them. It's fun to try to also search for Auckland and pray he's in the game. Fun to expand into places you know you can place these. Fun to have lakes to put these and build Huey as well. Fun Fun Fun.

29. Russia - Lavra [30-3=27] I upvoted them earlier, and this is a powerful district. Problem is I find the religion game kind of boring and lacking. Sure you get great people points with this, but I'd rather play Greece and build Acropolis instead. I find culture more useful than faith.

29. Russia - Lavra [27-3=24] I rarely go for a Religion so the 50% production towards it doesn't do much for me. I only build Holy Sites in the mid-game when getting enough faith for National Parks and I tend to have a lot of production by then.

From de remaining ones, it is difficult to chose without repeating, however I realized the Sukiennice only provides you bonuses if you actively link trade routes from its city. Of course, it is a market and it provides you a trade route itself, but if you use this route, e.g. to push growth in a new city, then you are not getting any bonuses from it.

Even if you don't use the same turn exploit, you can still trade this away for big deals. Oh yeah, and free envoys that buff Surrounded by Glory.

2. Arabia - Madrasa [22-3=19] This comes a bit earlier than the default university, but at that phase in the game, I rarely have the production to take advantage of it (especially if I'm investing in Mamluks). The extra faith is nice, but not enough to make it top tier.
