1. America - Film Studio [10+1=11] Culture Victory is my favourite victory and the Film Studio is powerful at claiming it.
2. Arabia - Madrasa [26]
3. Australia - Outback Station [29]
7. Cree - Mekewap [25]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [6]
13. Germany - Hansa [19]
14. Greece - Acropolis [24]
16. Indonesia - Kampung [28]
21. Macedon - Basilikoi Paides [19]
22. Mapuche - Chemamull [25]
23. Mongolia - Ordu [20]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [30-3=27] I don't go for Religious victory much so 50% production doesn't help me in the early game. When i'm building Holy Sites to get enough faith for National Parks when going for a Culture victory, i'm in the mid-game where cities have lots of production so the 50% production bonus isn't of much use. To use the early great people as soon as you can you need to build a theater square after the Lavra, which I don't do on higher difficulties. (selling great people doesn't help you win a Culture victory)
30. Scotland - Golf Course [7]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [11]
2. Arabia - Madrasa [26]
3. Australia - Outback Station [29]
7. Cree - Mekewap [25]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [6]
13. Germany - Hansa [19]
14. Greece - Acropolis [24-3=21] It's good, but the hill requirement can backfire, shouldn't be above Hansa
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [19]
22. Mapuche - Chemamull [25]
23. Mongolia - Ordu [20]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [27+1=28] Gets you super quickly to religion and cultural Great People
30. Scotland - Golf Course [7]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

EDIT: Added back Korea after it mysteriously vanished on the previous page

1. America - Film Studio [11]
2. Arabia - Madrasa [26]
3. Australia - Outback Station [29]
7. Cree - Mekewap [25]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [6]
13. Germany - Hansa [19]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [19+1=20] It allows you to turn 50% of your production per turn into science. Building military units is a bonus - the bonus is good even if you scrap those units. In fact, this bonus will provide significantly more science than even a Seowon.
22. Mapuche - Chemamull [25]
23. Mongolia - Ordu [20]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [28]
30. Scotland - Golf Course [7-3=4] Brazil's UD also offered an extra amenity and that left a while ago.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

Edit:

Welp, I thought it would be fun to analyse some of these unique districts and buildings.

Lavra: What does this offer over the Holy Site? Half production cost, +1 great prophet and GWAM points and border expansion on great person recruitment. Wow. However, how much of that is useful? Well on religious victory, this is amazing. Comparing the Lavra to the Theatre square is harder though for cultural victory. Generally, you want to start off with low pop cities and you only get to build two of the Lavra, theatre square and campus. Obviously, the Lavra and theatre square have similar yields and the campus is essential on deity to stay within a few eras of the AI so which do you choose? There's no clear winner - culture>faith but Lavra is cheaper, comes sooner and has that border expansion thing. It does show, however, that the Lavra itself isn't all that useful for a good chunk of culture victory although it's still great for religious.

Seowon and B Paides: As I implied before, science is essential on deity. While it's quicker to beeline the Seowon and it provides a passive boost it 1. Needs hill placement and 2. Provides way less science than the BP. The BP's science can be up to 50% production of the city. For any city above 8 production, you not only exceed the Seowon but you also get "free" units.

Film Studio: So it's available in the modern era, so about 62.5% of the way through the game. Even if we say it's much later in the game (25% for example), that's still (1*0.75) + (2*0.25) = 1.25 = a 25% overall boost to all tourism in the game. So the UB gives a 25-40% overall tourism boost before we factor in the fact that tourism is way higher mid-late game (which is when the UB boosts it). So this UB provides maybe a 35-60% boost to game-winning tourism overall? Nice.

16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [25]
23. Mongolia - Ordu [20]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [28+1=29] - I quite enjoy founding religion. It adds a flavour to my game, and I can get quite a lot era points from religion. Now this basically takes a Holy Site, improves it, makes it much cheaper and to top of this, it helps Russia with quick artist/writer/musician gathering. I swear, one of the best UDs in game.
30. Scotland - Golf Course [4-3=1] - Not that bad yields, but you can have only one per city.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [11]
2. Arabia - Madrasa [26]
3. Australia - Outback Station [29]
7. Cree - Mekewap [25+1=26] Great for early housing and production. They're also really nice for giving flatland tiles some production and gold in the mid-game.
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [6]
13. Germany - Hansa [19]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [25]
23. Mongolia - Ordu [20]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [29]
30. Scotland - Golf Course [1-3=-2 ELIMINATED] A free amenity in each city is ok, but definitely the worst one left. And golf sucks.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [11-3=8] Powerful, but T3 buildings take forever to get to and forever to build.
2. Arabia - Madrasa [26]
3. Australia - Outback Station [29]
7. Cree - Mekewap [26]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [6+1=7] Half price docks means faster trading. Even if the other benefits are mild.
13. Germany - Hansa [19]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [25]
23. Mongolia - Ordu [20]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [29]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [8]
2. Arabia - Madrasa [26+1=27] I disagree that the Basilikoi Paides is better than this one. It just forces you to build more units and I rarely see the need to build land units after medieval. Building Madrasas is a non-brainer in comparison. You'll build a few campuses in most games anyway (unlike encampments), and this earlier university is just making science inflationary in medieval times.
3. Australia - Outback Station [29]
7. Cree - Mekewap [26]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [7]
13. Germany - Hansa [19]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [25-3=22] Upvoted it before because of the important early game culture, downvoting it now because of the placement restrictions.
23. Mongolia - Ordu [20]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [29]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [8+1=9] for me it's better than royal navy dockyard, it definitely contributes to your cultural victory, unless you don't plan to get cultural victory, then again why do you play as America if cultural victory isn't one of your agenda? it's like playing Zulu but domination victory isn't one of your agenda
2. Arabia - Madrasa [27]
3. Australia - Outback Station [29]
7. Cree - Mekewap [26]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [7-3=4] the reason why I put royal navy backyard below film studio is because they move 'adding trade route' bonus to lighthouse, lowering their values despite faster build, I prefer commercial district for trade route rather than harbor anyway unless the sea territory is projected to be bigger than land territory
13. Germany - Hansa [19]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]

26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [29]

1. America - Film Studio [9]
3. Australia - Outback Station [29]
7. Cree - Mekewap [26]

10. England - Royal Navy Dockyard [4]
13. Germany - Hansa [19]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17] (20-3) --- +1 movement that disappears w/ unit upgrade. And?
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [21]
29. Russia - Lavra [30] (29+1) --- The less spoken of aspect of this is holy sites and cities acquired via conquest. AI holy sites convert right over to a Lavra and begin to generate GWAM's. Then you can build (or monumentality summon) a few builders, drain a marsh, repurpose a pasture, chop some rainforest, to add population (and district cap), then chop up a theatre square with the forest/stone. Rinse/repeat. As an adjunct/amplification of the early game extra tiles when settling, this mid/late game strategy doesn't really take off until you get wide on a large map. With T4 govt's and extra civics in GS, this should work even better.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [9]
3. Australia - Outback Station [29]
7. Cree - Mekewap [26]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [4]
13. Germany - Hansa [16] (19-3) Boring and blah.
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [26] (25+1) Great for transitioning from early game conquest to late game culture.
27. Poland - Sukiennice [21]
29. Russia - Lavra [30]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [9-3=6]- Only time I played America (yawn) this just speeded up a victory I'd already won.
3. Australia - Outback Station [29]
7. Cree - Mekewap [26]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [4]
13. Germany - Hansa [16]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [26]
27. Poland - Sukiennice [21]
29. Russia - Lavra [30+1=31] - This, on the other hand, sets you up for a cultural victory and makes it less likely you will have serious rivals for it.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [6-3=3] Just finished a cultural victory with them. My cultural victory was won with a ton of great writers and artists, this played almost no part since I won the cultural victory shortly after researching radio and computers.
3. Australia - Outback Station [29]
7. Cree - Mekewap [26+1=27] It's a fun little improvement that can really pull in the gold later on. I mean, what doesn't this improvement do. It gives you food, housing, production, gold. What more do you want?
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [4]
13. Germany - Hansa [16]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [26]
27. Poland - Sukiennice [21]
29. Russia - Lavra [31]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

1. America - Film Studio [3]
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [4]
13. Germany - Hansa [16 - 3 =13] Poor Germany, remember when Vanilla came out and overlapping IZ was the main meta and you were God tier? Those days are long past. But maybe GS will restore some IZ luster with power.
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [26 + 1 = 27] = Manages to be both useful for game play and specific strategies (Persian seaside resorts for the win) and great for folks who are just doing a roleplay/builder game
27. Poland - Sukiennice [21]
29. Russia - Lavra [31]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9][/QUOTE]

1. America - Film Studio [3-3=0 ELIMINATED] It has its share of support, but I think it's time for it to go.
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [4]
13. Germany - Hansa [13]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28]
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [21]
29. Russia - Lavra [31+1=32] There's this amazing synergy of Lavras, Russia's UA, and the Dance of the Aurora pantheon. It gives you unrivaled faith generation. Obviously for religious victory. But my favorite thing to do with that faith is to buy a bunch of Cossack Corps and go to hell on the world. Domination victories are great too, and the Lavra helps you with it.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9]

2. Arabia - Madrasa [27]
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [4]
13. Germany - Hansa [13]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [28+1=29] Minimum of +1 production, +1 food, and +1 housing makes coastal tiles that are normally useless into very productive tiles. It means that Indonesia can make very high population cities. It also works very effectively with all their other bonuses, faith for settling near coast, adjacency bonuses ect., making it one of the most interesting UI to use.
20. Korea - Seowon [26]
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [21]
29. Russia - Lavra [32]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [9-3=6] The added housing, halved production, and bonus to corps production are OK but are nowhere near as good as other UD bonuses.
*Added Arabia which was removed.

2. Arabia - Madrasa [27]
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [4-3=1] Was good pre R&F when you got a free trade route even if your city had a commercial hub. It's not so good now, you need to settle on a different continent to make it worthwhile.
13. Germany - Hansa [13]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [29]
20. Korea - Seowon [26+1=27] The Seowon provides an immense amount of Science early on, which is boosted eventually by Natural Philosophy and Rationalism. Science helps not only with a SV, but also a CV and RV.
21. Macedon - Basilikoi Paides [20]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [21]
29. Russia - Lavra [32]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [6]

2. Arabia - Madrasa [27]
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [23]
10. England - Royal Navy Dockyard [1-3=ELIMINATED] Though buffed in GS, it's not enough
13. Germany - Hansa [13]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [29]
20. Korea - Seowon [27]
21. Macedon - Basilikoi Paides [20+1=21] More science than Seowon in the long term
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [21]
29. Russia - Lavra [32]
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [6]

2. Arabia - Madrasa [27]
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [23]
13. Germany - Hansa [13]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [29]
20. Korea - Seowon [27]
21. Macedon - Basilikoi Paides [21]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [17-3 = 14] Nice, but we're narrowing the field and Mongolia's other uniques are more important.
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [21]
29. Russia - Lavra [32+1 = 33] Half cost + an extra Prophet point easily secure a religion on Deity with no setback. The +1 GWAM points + Choral Music help jump start a culture victory as if you beelined Theater Squares without beelining Theater Squares. The Tundra bias is kind to the Lavra, courtesy of DotA pantheon. The tile grab upon expending a GP in the city is just gravy.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [6]

2. Arabia - Madrasa [27]
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [23+1=24] I love the polder.
13. Germany - Hansa [13]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [29]
20. Korea - Seowon [27]
21. Macedon - Basilikoi Paides [21]
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [14]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [21]
29. Russia - Lavra [33-3=30] Too good in my option, makes it to too easy as Russia to collect all the culture GPs, whether playing as Russia or against. They added the GP bonus just before vanilla was released because without it the lavra was bad, but it should have been about .2-.5 gpp/turn of each type, not a whole ppt.
33. Sumeria - Ziggurat [21]
34. Zulu - Ikanda [6]

2. Arabia - Madrasa [27-3=24] Post-nerf it doesn't really give that much faith.
3. Australia - Outback Station [29]
7. Cree - Mekewap [27]
8. Dutch - Polder [24]
13. Germany - Hansa [13]
14. Greece - Acropolis [21]
16. Indonesia - Kampung [29]
20. Korea - Seowon [27]
21. Macedon - Basilikoi Paides [21+1=22] Gives you an army for focusing on science, gives you science for building an army.
22. Mapuche - Chemamull [22]
23. Mongolia - Ordu [14]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [21]
