2. Arabia - Madrasa [11]
3. Australia - Outback Station [31]
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [15]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [15]
21. Macedon - Basilikoi Paides [9]
22. Mapuche - Chemamull [8-3=5] It's good, but it can be hard to place. Not only that, but you have to worry about ruining the appeal of its tile, so it creates further placement issues later on if you wish to place something next to it.
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [10]
29. Russia - Lavra [25+1=26] Boosting this one. I think it's #1, but it needs to at least end up in the top 3. It's why Peter doesn't really have a LUA!
33. Sumeria - Ziggurat [15]

2. Arabia - Madrasa [11]
3. Australia - Outback Station [31-3=28] This is incredibly strong, but the fact that it isn't available until the medieval era does hold it back a little bit.
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [15]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [15+1=16] A half cost campus would be a strong bonus in itself. So would the ability to build a high adjacency bonus campus in almost any city. Getting both from one UI is borderline overpowered.
21. Macedon - Basilikoi Paides [9]
22. Mapuche - Chemamull [5]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [10]
29. Russia - Lavra [26]
33. Sumeria - Ziggurat [15]

2. Arabia - Madrasa [11-3=8] Out of this and the Sukiennice, the latter helps no matter what while this building only significantly provides faith.
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [15]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [9+1=10] This is generally seen as extremely overpowered among experts and having this be number 15 below the Madrasa would invalidate this list IMO. If you want to be peaceful, fine? You can scrap the units you make and focus on science. 50% production to science is like the Seowon but double the strength.
22. Mapuche - Chemamull [5]
26. Persia - Pairidaeza [27]
27. Poland - Sukiennice [10]
29. Russia - Lavra [26]
33. Sumeria - Ziggurat [15]

2. Arabia - Madrasa [8]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [15]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [10-3=7] Once again, I'm not down voting it because it is weak. I'm doing so because it is stupid in many ways. It's not even a building.
22. Mapuche - Chemamull [5]
26. Persia - Pairidaeza [27+1=28] While not necessarily stronger than some other UI left, I really like the long term planning aspects this one offers in regards to appeal.
27. Poland - Sukiennice [10]
29. Russia - Lavra [26]
33. Sumeria - Ziggurat [15]

2. Arabia - Madrasa [8-3=5] pretty weak as stated before, should go next
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [15]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16] Settling mountains comes with its draw backs. No yield tiles and such. You can’t rely on mountains so people claiming they can get more science mildly irritates me. This is way more reliable not even factoring in the food and science from farms and mines.
21. Macedon - Basilikoi Paides [7+1=8]This and the seowon are getting down voted too much, just because something is not your cup of tea (I barely go to war myself) doesn’t make it not powerful. Plus it’s an interesting way of generating science.
22. Mapuche - Chemamull [5]
26. Persia - Pairidaeza [28]
27. Poland - Sukiennice [10]
29. Russia - Lavra [26]
33. Sumeria - Ziggurat [15

2. Arabia - Madrasa [5]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [15+1=16] Reliable when paired with a Commercial Hub
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [8]
22. Mapuche - Chemamull [5-3=2] Too restrictive
26. Persia - Pairidaeza [28]
27. Poland - Sukiennice [10]
29. Russia - Lavra [26]
33. Sumeria - Ziggurat [15]

2. Arabia - Madrasa [5]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [16]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [8-3=5] - Useful only for war or if you don't mind gamey tactics science. As a means of allowing Macedon to keep up with science whilst warring its fine, but building a huge army you don't use shouldn't be rewarded.
22. Mapuche - Chemamull [2]
26. Persia - Pairidaeza [28]
27. Poland - Sukiennice [10]
29. Russia - Lavra [26+1=27] - All the districts remaining are very powerful, but this is the best IMO. A high probability of being 1st or 2nd to a religion means useful beliefs, with Dance of the Aurora Russia should have enough faith for all it wants, and you'll have a headstart over the other civs in getting GWAM.
33. Sumeria - Ziggurat [15]

2. Arabia - Madrasa [5]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [21]
13. Germany - Hansa [16]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [5+1=6] - "Useful only for war...." If you are playing Macdeon and not warring, you're missing the entire point of the civilization. And why wouldn't you be using the huge army you are creating to conquer?
22. Mapuche - Chemamull [2-3=0] ELIMINATED. While certainly a useful improvement, I do not believe it is superior to the remaining options.
26. Persia - Pairidaeza [28]
27. Poland - Sukiennice [10]
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [15]

2. Arabia - Madrasa [5]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [18] (21-3) --- It is pleasant to look at. In MP perhaps it'd be enough incentive to invade.
13. Germany - Hansa [16]
14. Greece - Acropolis [25]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [6]
26. Persia - Pairidaeza [28]
27. Poland - Sukiennice [11] (10+1) --- I'd like to upvote the Basilikoi Paides but feel it is a lost cause due to peacemongering. I think the Sukiennice is underrated, and besides it will allow me to use this Sun Tzu quote about enterprise as well . “Unhappy is the fate of one who tries to win his battles and succeed in his attacks without cultivating the spirit of enterprise; for the result is waste of time and general stagnation.”
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [15]

7. Cree - Mekewap [31]
8. Dutch - Polder [18]
13. Germany - Hansa [16]
14. Greece - Acropolis [25+1=26] Still the best at what it does. It's a game winning district. The same can be said about the Seowon, but Korea isn't my fastest science victory time. This district focuses directly into a winning victory condition more than the others.
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [6]
26. Persia - Pairidaeza [28]
27. Poland - Sukiennice [11]
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [15-3=12] Awesome improvement early on, but later on loses it's luster.

2. Arabia- Madrasa [5]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [18+1=19] one of my favorites, deserves to be higher.
13. Germany - Hansa [16]
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [6]
26. Persia - Pairidaeza [28-3=25] Good, but I don't see it as top five material.
27. Poland - Sukiennice [11]
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12]

2. Arabia- Madrasa [5]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [19]
13. Germany - Hansa [17=16+1] Paired with Commercial hubs, it is reliable, and you get adjacencies from any kind of resource. You can only use a chop once.
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [3=6-3] - Meh, good but it's time is up.
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [11]
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12]

2. Arabia- Madrasa [5-3=2] This and the sukiennice should at least go before Macedon's.
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [19]
13. Germany - Hansa [17]
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [16]
21. Macedon - Basilikoi Paides [3+1=4] - Gonna have to make a last ditch save on this one. The potential for science output with this thing is insane. God of Forge pantheon + Maritime Industries card = 1 Quadrimene nets you 56 science! Techs like Iron Working and Horseback Riding cost 120 science, for reference. It would be a shame if this was the next out.
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [11]
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12]

2. Arabia- Madrasa [2]
3. Australia - Outback Station [28]
7. Cree - Mekewap [31]
8. Dutch - Polder [19]
13. Germany - Hansa [17]
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [13] 16 - 3 - i simply can't forecast what will be benefit out of it after dozen of turns.. beside, UDs are to worse type of uniques in the game, it has same icon as generic district etc. just meh
21. Macedon - Basilikoi Paides [4]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [12] 11 +1 - since i run mostly internal trade routes bonus gold is nice thing, always! and UBs do not take space and can be build in every city..:)
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12]

13. Germany - Hansa [17]
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [14] [13+1] Korea is a top tier civ for a reason, and having a half cost version of the best district with an easy to get +4 adj. bonus is why.
21. Macedon - Basilikoi Paides [4]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [9] [12-3] I occasionally run internal routes, but culture victories support external for tourism boosts, and I like to form alliances when available for the science/culture yields anyways.
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12]

13. Germany - Hansa [17]
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [15] [14+1] Science is essential to keep your army advanced enough to not get run over by a stronger army. Seowon = bucketload of Science
21. Macedon - Basilikoi Paides [4]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [6] [9-3] Only works in the city it is built in. When I use internal trade routes I only use it for boosting new cities, to get them stronger quicker. These cities won't have a Sukiennice.
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12]

2. Arabia - Madrasa [2-3=ELIMINATED] Had to pick something. It's not a bad UB, but not as useful as a Lavra for religious victories, nor as useful as a Seowon or even a Ziggurat (2 or 3 Ziggurats for the same effect at the start of a game, or just one with a university) for science victories.
3. Australia - Outback Station [28+1=29] Still my favourite, for all my previously stated reasons.

7. Cree - Mekewap [31]
8. Dutch - Polder [19]
13. Germany - Hansa [17]

21. Macedon - Basilikoi Paides [4]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [6]

3. Australia - Outback Station [29]
7. Cree - Mekewap [31]
8. Dutch - Polder [19]
13. Germany - Hansa [17+1=18] Germany Engineering™, Industrial POWAAAHHH!!!
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [15]
21. Macedon - Basilikoi Paides [4]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [6-3=3] only useful if I pick isolationsim card
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12]

3. Australia - Outback Station [29]
7. Cree - Mekewap [31]
8. Dutch - Polder [19]
13. Germany - Hansa [18]
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [15+1=16]
i simply can't forecast what will be benefit out of it after dozen of turns.. beside, UDs are to worse type of uniques in the game
Not to be rude, but do you play this game? UDs are possibly the MOST powerful type of unique infrastructure in the game. City development in Civ 6 is highly dependent on districts which is one main reason wide play is optimal. More cities=more districts=more everything. The Seowon is particularly strong because it halves the price of the best district in the game, gives you a consistent source of free science, and boosts adjacent tiles.
For example, I would say the average Campus adjacency I get when I place an initial campus would be around +2 or +3. So let's say +2.5. The Seowon gives you an additional 1.5 science for half the price, so it kicks in earlier. And it's quite easy to get at least 2 mines next to it, so that's an additional +2 science. So speaking conservatively you are easily getting and average of +3.5 science at a discounted rate in every city. Not to mention that you'll be able to get all the Campus district buildings up faster, further snowballing your science output.
Furthermore, it scales into the mid game with the Natural Philosophy policy card. Later you are guaranteed to get the 50% bonus from adjacency with Rationalism, which few other civs can do.
I've seen some people downvote this because they think it isn't fun or the bonuses don't use interesting mechanics. That's fine. But if you are judging solely based on strength, to say this is less than a top 5 unique is simply misguided. Korea is a top tier civ at the moment despite their other abilities being pretty much trash. It's all about the Seowon.

21. Macedon - Basilikoi Paides [4]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [3]
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [12-3=9] These are pretty nice early in the game, but should definitely go before Basilikoi Paides.

3. Australia - Outback Station [29]
7. Cree - Mekewap [31]
8. Dutch - Polder [19]
13. Germany - Hansa [18]
14. Greece - Acropolis [26]
16. Indonesia - Kampung [32]
20. Korea - Seowon [17] (16+1) It takes a very high IQ to understand Seowons.
21. Macedon - Basilikoi Paides [4]
26. Persia - Pairidaeza [25]
27. Poland - Sukiennice [ELIMINATED] (3-3) @Kmart_Elvis 's post convinced me that these need to go next.
29. Russia - Lavra [27] .
33. Sumeria - Ziggurat [9]

Edit: Fixed, should be right now!
