13. Germany - Hansa [4-3=1] Oh Hansa, I love your production. I love my +12/24 adjacency one I got last week, I still want to get a +13 one, but they do take a long time to set up when going for these kinds of numbers. You are fun, but not absolutely crucial to winning.
14. Greece - Acropolis [11+1=12] Another reason I feel this should be highly rated is cultural victories can be achieved much faster than science victories giving this one a very slight edge over Seowon. That isn't particularly because of this district (though getting these early gives you more great writers), but because of game mechanics, but the point still stands that cultural victory is faster and more interesting.

13. Germany - Hansa [1-3 = ELIMINATED] It was really good pre-nerf. After the nerf - not so much. The bonuses don't change the fact that it is sub-optimal to build more than 1-2 of these in your entire empire. They designed Hansa with IZ-stacking in mind, then they gutted the mechanic and forgot to balance Hansa and Electronics Factory.

20. Korea - Seowon [12-3=9] Before the Acropolis got buffed with the envoy, I would have said it was worse than the Seowon. The Seowon, while powerful, creates later game issues as you attempt to keep the district maximized (i.e. no other adjacent districts and as many farms and mines as possible around each one... that's six hexes in every city that must cater to the placement issues of this one district.
29. Russia - Lavra [21+1=22] Yeah, it is too powerful. That's why it needs to be boosted back up and end in the first or second position.

20. Korea - Seowon [9+1=10] Wins games on it's own, it is helpful for every victory type. Perhaps it's strongest advantage is being able to upgrade your units quicker so you don't get run over by the AI. The ability to survive an invasion and keep your cities is, at least I think, the strongest ability you can have in Civ VI.
29. Russia - Lavra [22-3=19] You need 2 districts (Lavra + Theatre Square) to be able to take advantage of it completely. Plus placing the Lavra as your first district leaves you very vulnerable to getting invaded by stronger forces on Deity. It is a very large risk placing down a Holy Site as your first district unless you've got Gandhi as your neighbour.

29. Russia - Lavra [19+1=20] with half-price construction and 2 Great Prophet points, you can get a religion easily even on deity. Take Crusade for +10 CS domination runs, or Defender of the Faith to hold back invading armies. Very useful on higher difficulties since the AI loves to rush you, but that 10 CS difference really helps. Take Jesuit Education so you can faith buy libraries and universities in your 16 cities as you win a science victory. Religion is helpful beyond RV, and this helps you snag one. My first time I beat deity, I did it with Russia, only 6 cities, and not a single campus. That's how good this district is.

7. Cree - Mekewap [10+1=11] - Solid spammable UI. Some may not appreciate the extra food and housing, but they shouldn't ignore the extra production and gold.

14. Greece - Acropolis [12-3=9] Cheaper TS with a free envoy to take suzerainty of remaining city-states isn't cutting it for me. If you're playing Pericles, you should be on top culturally even before the acceleration becomes noticeable. As for the yields, they are mediocre.

14. Greece - Acropolis [6-3=3] - It's a great district, I don't deny this. But sadly, it doesn't match the general usefulness of Seowon nor the amazing possibilities offered by Lavra.
16. Indonesia - Kampung [23+1=24] - Increddibly versatile improvement that turns currently trashy coast and coastal cities with less worth into something great. It also fits my tall playstyle.

14. Greece - Acropolis [3-1=4] I think it's very good and shouldn't go yet. Half price and an envoy when completed. Any particular city state you want to be Suzerain of? Here, have it. And it's easier to get your scientific and commercial buildings yield more earlier.
16. Indonesia - Kampung [24-3=21] - I don't think this should run away and win it. It's good, everything left is good. But I don't think it works so well with how the game selects which tiles cities expand it's borders to. I buy quite a lot of tiles to place these.

14. Greece - Acropolis [4+1=5] Again you can win faster. And while some may say not as good as Lavra (religious game is boring to me), it's still better than unique improvements. I had one Indonesia game where I barely had any water tiles, how is that going to win you the game?
