If you pass by a dying man and do nothing, you are also responsible for his death, since you could have prevented it. In fact, it is illegal not to save other peoples lives, if you can do without endangering your self, and thankfully most people will care enough to at least call an ambulance.

So why is it different, if the dying man is far away from you? You can still save his life without endangering your own.
