Thanks to your savegames, I found and fixed the reason of the bug.
However, I will not release a new version yet, as I want to add more stuff for the time being.
So if you want to fix your savegames you should do the following:
- install the ingame editor
- reveal the map
- try to spot an either Pirate or Mediterranean city that has no civ borders in the city plot
- erase the city
