Note 1: Unique National Wonders that didn't explicitly specify "no

Population requirement" and/or "10%

cost scaling per city instead of 25%" have still had those changes added, per the standard practice for every other Unique National Wonder at the time of implementation. This also applies to the Roman Fornix, even though it isn't quite a National Wonder. It also applies to the Swedish Nobel Committee, even though the standard National Wonder

Population requirement was specified as still being in place, because the proposer didn't indicate any intent to create an exception to the general rules.
Note 2: A few changes were made to the Egypt rework, although these are more like implementation decisions for things that the proposal didn't explicitly specify:
- Egypt can see Antiquity Sites at game start as a Required Secondary Power for its UA and the newly-added Obelisk to function.
- When an Antiquity Site is created via founding a new city, the artifact created will be a sarcophagus. Existing Antiquity Sites with a sarcophagus won't be counted by the game when calculating the number of dig sites to place. When placing these sites, the game will try to avoid replacing tiles that have an existing archaeological record on it, which get a higher score bonus during dig site placement. This slightly reduces one of the drawbacks of Egypt's new ability, since when placing dig sites the game applies a proximity penalty based on the number of dig sites within 3 tiles; said penalty is larger the closer the prospective dig site is to an existing dig site.
- For the Antiquity Sites created by constructing a World Wonder, which are subtracted from the total number of dig sites to be placed in the world, these will instead be populated with an Ancient Ruin artifact unless the site happened to be placed on top of a tile with an existing archaeological record on it (e.g., the site of a battle). The game will prefer to place the World Wonder Antiquity Sites on top of such tiles, in order to give the Egypt player more options if they excavate the artifact. This also helps mitigate the proximity penalty issue.
- It will also stop placing the World Wonder sites after anyone researches Archaeology, since at that point all dig sites are placed, except the new ones generated by founding cities.
- In both the new city and World Wonder cases, if the Antiquity Site was generated in the Ancient or Classical Era, the game will always date the artifact to the Ancient Era, and otherwise it will do a weighted randomization out of all previous eras, favoring older ones. This is the same process that the game does for regular Antiquity Sites, but because Egypt's are generated earlier, there are fewer eras in the pool, thus the artifact will also tend to be earlier. This results in slightly better Landmark yields than other players on average - that is, if the Egypt player decides to replace their Obelisks with Landmarks.
Note 3: The E-temenanki was renamed to the Etemenanki.
Explanation: The one with hyphen seems to only appear in the Polish Wikipedia article. - azum4roll
Note 4: Due to the unworkability and likely reversal of the China proposal (which would waste developer time and resources), the changes to the Unique Ability were not implemented. Additionally, the Baochuan was also given an increased

Faith cost (from 500 to 550) along with its increased

Production cost (from 375 to 500), despite this not being in the proposal. Finally, the Baochuan was renamed to the Treasure Ship. This is because 'Baochuan' is just the pinyin for 宝船, which literally means 'Treasure Ship.' It doesn’t carry any special meaning in Chinese (or English) beyond that, so using the English translation makes the unit’s purpose and reference clearer to most players.
Note 5: For AI friendliness, the Trommelfeuer promotion's effect was changed to "When a unit with this promotion attacks, all units with this promotion gain +3% Ranged Combat Strength on their next turn (max. +30%)", instead of +5% on the current turn, maxing at +50%. The Bräuhaus was also renamed to the Brewhouse.
Explanation: It's just German for brewhouse. While famous for beer, German brewhouse isn't any different from others. As long as it's the only brewhouse building in the game, we don't need a German name for it. Doelen and Schützenstand only keep their names as they're both shooting ranges. (There are also other factors like whether the word is widely used in English to refer to the building.) - azum4roll
Note 6: Despite the Greece proposal reducing the Klepht's

Production cost from 625 to 600, this was not implemented as it was a typo on the part of the proposer, who was intending to propose the unchanged cost from the 4UC mod.
Note 7: For India, this was not part of the proposal, but the River start bias was also removed, because the cited reason for its existence was the Harappan Reservoir...which neither requires nor synergizes with rivers. It was replaced with an Avoid Hills start bias, which synergizes better with the buff to Farms that the Reservoir gives, since Farms cannot be built on Hills. This also will tend to favor high-Food starts, which also synergize well with the Harappan Reservoir.
Note 8: The Yamato was also given an increased

Faith cost (from 1200 to 1350) along with its increased

Production cost (from 1800 to 2000), despite this not being part of the proposal. Additionally, the Taikan Kyohosyugi promotion was renamed to Taikan Kyoho.
Explanation: Syugi/Shugi is just -ism or "doctrine". 大艦巨砲 = Taikan Kyohō, but ō doesn't show up in game so it has to be Taikan Kyoho. - azum4roll
Note 9: The Ball Court was renamed to the Pitz Court.
I was also pondering between Pitz Court and Jalaw (Civ 7 uses that!) but decided that Pitz is the unique culture rather than the court itself, plus there's literally only one source (that I could find) that translates "ball court" into "jalaw". - azum4roll
Additionally, the Lost Codices promotion was renamed to Lost Codex as part of standardization.
Explanation: Follow the singular theme. - azum4roll
Note 10: For the Netherlands, this was not part of the proposal, but the Coastal start bias was removed to reduce overcrowding of the Coastal start biases and because both of their unique components that benefit from the coast come online fairly late, plus the Polder can be built on Lakes and Marsh tiles as well. Additionally, the Goedendag was also given a reduced

Faith cost (from 350 to 200) along with its reduced

Production cost (from 160 to 100), despite this not being part of the proposal. Finally, the Burger promotion was renamed to Burgher.
Explanation: Another case of using English over the civ's language for common terms. - azum4roll
The Dutch spelling police came for this name, see
later in thread - hokath
Note 11: While it was not part of the counterproposal that passed, the Coastal start bias addition and +1 increase to the Naval leader flavor from pineappledan's original proposal were also implemented due to the Tersane.
Note 12: While this was not explicitly listed in the proposal, the implemented Charbagh removes features (Forest, Jungle, Marsh) on the tile.
Note 13: The Villa was modified to spawn unimproved Figs on an adjacent tile rather than improved Figs, and the ability to steal tiles from other civilizations was removed. To partially compensate for this, the Villa's build time was reduced by 300, from 900 to 600. Additionally, while this was not explicitly listed in the proposal, the implemented Villa removes features (Forest, Jungle, Marsh) on the tile.
Note 14: For Spain, this was not part of the proposal, but the Coastal start bias was removed to reduce overcrowding of the Coastal start biases and because they are heavily rewarded already for expanding. Their new unique naval UU arrives in the Renaissance Era and therefore doesn't need a start bias, and the component of their UA that relies on coast (the ability to buy Naval Units with Faith) can likewise be done at any point in the game.
Note 15: With the sponsor's agreement, the Imperial College prerequisite for the new Unique National Wonder (the Nobel Committee) was not added for AI friendliness reasons, because the AI currently lacks the ability to plan ahead and place two National Wonders in the same city.
Note 16: The Fusta was assigned a

Faith cost of 250. None was specified in the proposal, but it needs to have one.
Note 17: For AI friendliness, the Zulu implementation was modified. Instead of providing +30 XP to the military unit an InDuna is stacked with, when expended it will instead give this XP to the nearest unit. Additionally, the Isibaya was buffed. It now spawns Cows on an adjacent tile instead of its own tile (using the SpawnsAdjacentResource column, like Figs for Rome), gives an additional +1

Food and +1

Production to its tile despite not spawning Cows on it, and also provides this boost to adjacent Pastures.
