Note 10: While it was not part of the counterproposal that passed, the Coastal start bias addition and +1 increase to the Naval leader flavor from pineappledan's original proposal were also implemented due to the Tersane.
Note 11: For Spain, this was not part of the proposal, but the Coastal start bias was removed to reduce overcrowding of the Coastal start biases and because they are heavily rewarded already for expanding. Their new unique naval UU is late in the game and therefore doesn't need a start bias, and the component of their UA that relies on coast (the ability to buy Naval Units with Faith) can likewise be done at any point in the game.
Note 12: For AI friendliness, the Zulu implementation was modified. Instead of providing +30 XP to the military unit an InDuna is stacked with, when expended it will instead give this XP to the nearest unit. Additionally, the Isibaya was buffed. It now spawns Cows on an adjacent tile instead of its own tile (using the SpawnsAdjacentResource column, like Figs for Rome), gives an additional +1
