This thread summarizes and records the results of each Vox Populi Congress session. Proposals which were vetoed (VT), withdrawn (WD) or not sponsored (NS) prior to the session's Voting Phase will not be listed here; they can be viewed in the Failed Proposals subforum.

Note 1: Sponsor did not implement the proposal due to life challenges. The bonus to Mines was later nerfed in 6-22b, which changes the balance sufficiently as to make this proposal obsolete.
Note 2: At the time, the vote was 45 / 44 (prior to retroactively removing all of a cheater's votes, making it 44 / 44). To my knowledge, this person was not cheating back then, so the proposal passing remains legitimate. In addition, I would have broken the tie in favor of this option. The changes were reverted when 4-20 was passed, so it's a moot point.
Note 3: Sponsor did not implement proposal 13a at the time due to life challenges. It was later implemented after 5-83, a confirmatory revote.
Note 4: Sponsor did not implement the proposal due to life challenges, but it was later implemented as part of the Complete Merge (version 4.0), which made it substantially easier to do so.
Note 5: Sponsor did not implement the proposal due to technical challenges (for instance, invisibility on diplomatic units could not be implemented without major DLL changes). Due to subsequent changes to the espionage system, this proposal is now obsolete.
Note 6: Sponsor did not implement the proposal at the time due to life challenges. It was later implemented after 5-56, a confirmatory revote.
Note 7: Originally, this vote ended in a 39 / 39 tie, which I broke in favor of Nay. With the removal of the cheater's votes, the vote is 38 / 39. The outcome does not change.
Note 8: Sponsor did not implement these proposals (initially due to life challenges, later because the AI has difficulty scoring religious beliefs).
Note 9: Proposal was not implemented due to an issue with its interaction with the Great Firewall wonder (it required new code which the sponsor could not implement). A similar change, 4-12, was later passed and implemented.
Note 10: Sponsor did not implement this proposal due to life challenges. It was later implemented after 6-05, a confirmatory revote.
Note 11: The first turn for quests to be given was changed to turn 3 to 6 (depending on game speed) rather than turn 0, to allow players time to create their capitals, a requirement for any City-State quest to be given out.

Note 2 (as of Session #6): The outcome of this vote was altered due to cheated votes, causing the vote total to be 37 for 09b. If the cheater had voted fairly, it would have been a tie between 09 and 09b. I am not sure in which direction the tie would have broken, though it would likely have been 09b (resulting in the same outcome). However, God of War was adjusted several times in subsequent proposals 5-04 and 6-19, and two attempted reworks of Goddess of Protection were shot down by the community in 5-71 (albeit narrowly). In the first case, the changes are obsolete, and in the second, I have elected to let the community decide whether or not to take action in Session #7 or later.
