What civ will NEVER NEVER NEVER be in civ?

We know there will be 19 civ in civ4, and we are sure that some civs are in (rome, greece, etc.). But no body talks about the all times forgotten of history (some have good reasons to be ;) ) Who will never be in the civ franchise? Don't say Quebec, we all have our hopes :lol:

Yeah, Quebec is probably at the bottom of the list. Not that it's a good thing, but there's enough countries in the world to add to the game that people are complaining about not being included. I find it hard to believe they'd include a state within a country that they're already unlikely to include.

Of course, I think this is a bad topic for a thread. Because if I wanted to show you a civ that will never be in Civilization, I'd just say something completely fictional, like "the bunnymen". :)

Probably a much more interesting question is what Civilization SHOULD be in but probably won't?

Or what Civilization WILL go in but probably shouldn't?
 
I expect one that should go in but won't is "my own country". I think almsot everyone can agree on that one.

I can't think of any real group that would NEVER be in ANY Civ...as the number of possible civs interacting in a game increases and includes official scenarios, then even 'Civs' like Angelenos and Bostonians would make the list.
 
Depends on what your/their definition of "civ" is... if your simply talking about political entities, then I'd wager that places such as Togo, Andorra, the Maldives, Liechtenstein, San Marino, etc, will never make the cut.

Latvia, Yugoslavia, Estonia, Lithuania, Monaco, Poland, Saxony, Prussia, Philippines, New Zealand, Australia, Maori.. etc. I could go on for days.
