Assuming that you have built EVERYTHING and your military is as strong as you need it. Then I would find your three highest cultured cities and build culture in them, and build culture from your main treasury as well. Then use all other cities to keep building base troops and or nukes. Also, spies may be good. A huge surplus of them, to hunt out enemy spacecraft parts and sabotage production, as well as guard your own cities from them doing it to you. (one spy in each city should do it)
