What should be the function of the European Union?

Integrate countries that were ennemies and fought bitter wars, so war become impossible in Europe, conflict are solved peacefully, wealth creates wealth, pool resources so we work together and don't waste time or money on useless redundant tasks and program.
So everyone is happier at the end.

Then, expend the system to other countries, with an adament requirement that they reform to match our values (democracy, human right, free trade) before they can integrate, until the whole world is one big human nation.

Umm, that's not up to us.

Europe, above everything else, should estabilish itself as a unified continent, able to make its own decisions and follow its interests without others, be it Americans, Russians, Chinese or Arabs, meddling into its affairs.

Integration of the rest of the world is up to them, not us. We can help, but that's it.

I see your point. Let say it's not the function of EU, but the ultimate goal, long term goal. Something like in 200 or 300 years.

But as I said, this could happen only after THEY match our requirement. But by showing them how the current members benefits from that, how the new citizens can get more prosperous
 
Democratisation of the EU decision process (abolish the powers of the council of ministers/prime mimisters and give them to te parliament/ weaken the commission) would be imo the first step before we can think of a centralisation of political power. I would like to see a kind of European federal state in my lifetime.

At first, the EU institutions must trick the national governments into believing they have all the power. Once it takes it away from the nation states, it should give it to the Parliament.

Ideally, Commission president would be appointed by the Parliament, not by the Council and EU Council would become something like Bundesrat in Germany.

It will take decades, but it can be done.
 
Peace, stability and welfare (in every sense possible) for its citizens.

A common foreign policy and army would be beneficial too.
