What should we do to identify the psychos

What (if anything) should be done to ensure that crazy people don't go on killing sprees like what happened at Virginia Tech. And no cop outs by saying ban guns, we want to protect from any kind of killing spree.

Yes, it's a tragedy, but outside of complaining outside of how incompetent the staff in the school was, this is just one random statistical fluke. 30 people doesn't mean much in the end. There are plenty of other sources of death in which we have a higher chance of curbing.

Not giving guns to people who were involentarily institutionalized and photograph up women's skirts in class and stalk women over the internet.

There is something to be said about institutionalizing people again... I mean, the institutions don't have to be like One Flew Over the ****oo's Nest... I am sure they can make them friendlier.

Releasing people back "into the community" (like there was a bloody community to take care of them) was really just a ploy to cut funding to public institutions that the governments didn't want to pay for.

EDIT: This isn't even about the gun rampage... that is bad, but statistically rare. How many of the homeless people are homeless because of mental illness. "They want to be on the street"... right, because someone with schizophrenia who hasn't been taking his/her medication has enough grip on reality to decide to "want to be on the street". I am not suggesting everyone be locked up in a cushioned room; there could be different stages of institutionalization, such as a well-monitored outpatient system. The point is that there was a reason for these isntitutions; some people do not have the mental faculties to care for themselves.
