What to do with Mehmed?

I must have been getting really lucky with him then , usually hes my pet that nearly always declares war on my enemy's .

I think I bribed Mehmet into four or maybe five wars the last game I played. He became a powerhouse pretty early on and had a huge army. He teched badly, probably from the upkeep costs of his large army, but I kept gifting him military techs and he kept fighting my wars.

but if he is at 'pleased' with you, he simply will not backstab. He'd have to be 'bribed' to attack you, even if you had 0 units in all your cities and he knew it.

He attacked me with +5 bonus for shared religion and no penalties. THere was no one to bribe him. If he hadnt attacked at that point I would have easily won the game. He was stuck in a small land mass surrounded by me. I think that made him crazy and thought he could get away with it because of my low power rating.

if you surround him, you surely have negatives for close borders.

I think you get a penalty for close borders if the space between your city and rival city is less than or equal to 3 squares and your cultural borders coincide. Am I wrong? does AI choose you as a target if you surround them? Probably not.
