Probably yes. On screen-shots Fetorias are on the coast. On this pictureDoes that mean that Portugal can only steal resources that are on the coast? Sorry I know you're only supposed to post new information, but I want to make sure Portugal's UI isn't too good and if it's only coastal resources then that's fair.
You might have to do some creative trading – because you’ll be able to trade great works as well – or maybe you get clever and take somebody else’s work through conquest just so you can get your theming bonus!

there are some sea parts of fetoria. On a screen-shot from PC Gamer Feotia also has some water part. Moreover Ed Beach words confirm that.
